After getting infinitely owned trying to make an angel stompy deck work for casual but high level of play (more like non-format specific), here's where I have it so far:
Yes, Land Tax is banned but I needed to solve two problems: the lack of card advantage for white and the white mana problem that comes with several colorless mana-producing artifacts and lands. If you have suggestions for substituting the Land Tax, Scroll Rack Engine, please keep them to a low cmc.
My biggest doubt is, of course, Emancipation Angel, obviously the weakest card in the bunch by far. Though it has interesting interactions with other permanents, There have to be better solutions for 3 cmc. At 4 cmc there is Restoration Angel and Shalai, Voice of Plenty, but the problem is that along with the other 4 cmc Angels, the Equip costs for Batterskull (token dies fast) and Jitte, the morph cost for Exalted Angel which needs to be paid in two turns, all of this seems to strain the mana of the deck very highly. That is why I'm doing my best to keep that slot 3 cmc or lower.
If you're wondering about the environment in which I use this deck, I use it in a modded version of the Duels of the Planeswalkers 2014 video game. I play against fair decks but there's a specific deck called Avacyn's Glory, which runs a a couple of Angelic Overseer, Baneslayer Angel, and rather fast human beats. That's what Council's Judgment and Swords to Plowshares are for.
Your deck seems to revolve around Land Tax more than around angels. With 17 lands, you will either draw land tax or be stuck with very real mana problems. You should run more lands (22)...you will remove them from your deck if you play land tax anyway.
Being behind on mana is not a winning deck strat...if your opponent is ahead of you all the time, they will have an edge over you for the rest of the game. You dont want to give them that. You should be using other ways to get mana. I suggest adding 1 Mana Vault, 4 Thran Dynamo and 4 Phyrexian Metamorph. The Metamorph can copy the Dynamo so you can jump quickly from 4 to 10 mana.
You can also add blue to your deck so you dont pay 2 life for metamorph and blue has a lot of other nice cards to offer. Staying with the "Miracle" theme, you can trade your Swords to Plowshares for Banishing Stroke and add some Temporal Mastery. You might want to add a fourth Scroll Rack and some Sensei's Divining Top if you play a lot of miracle cards.
I'm not a fan of Chrome Mox...you are only play white anyway and you will hate losing a card for it if you dont have land tax and scroll rack in play.

My next tests will be substituting Path to Exile for Swords to Plowshares, which I know will feed Land Tax, but what I don't know is how it will affect me when I don't draw the Land Tax.

With all that mana and since you are already running a bunch of Scroll Rack, you should play 4 Entreat the Angels...which will allow you to pop a small army in no time. You can also focus on big mana cost angels like Avacyn, Angel of Hope or Iona, Shield of Emeria. You can also play some eldrazis, like Kozilek, the Great Distortion or Ulamog, the Ceaseless Hunger.
You can also add blue to your deck so you dont pay 2 life for metamorph and blue has a lot of other nice cards to offer.
