The #1 reason to play Wizard tribal is Patron Wizard. I would try to squeeze that in. It also lets you tap stuff like Stonybrook Schoolmaster for profit, and you pretty much just win the game with Patron Wizard + schoolmaster tokens, since opponent will never be able to resolve another spell.
Unless you are specifically planning to bounce lands, Into the Roil is probably better than Boomerang. It's easier to cast (can use colorless or white mana) and you can kick it to draw a card. If you're going to be bouncing nonland permanents, Into the Roil does it well. Or Cyclonic Rift.
Judge of Currents seems like something you could cut. A lot of your Wizards aren't Merfolk, so it may end up yielding very little life depending on what you draw.
Patron Wizard is really nice, but since I'd need at least 2 copies, he gets a little bit out of budget, at least in the country I live in. I could probably go for the mana denial route with Boomerang and I can also tap my opponent lands with Opposition. Otherwise, Into the Roil is very good, I'm using it in a discard/bounce deck.
Just saw Abjure and I really think it could work here with all the blue tokens, replacing the classic Counterspell.
Aphetto Grifter can be another nice way for helping you with tapping, plus if paired with Willbreaker you can steal your opponents creatures and to rub salt in the wounds, her paired with Barrin, Master Wizard you sac creatures you steal to bounce their other creatures to be countered later or to save your own if your counters fail. also Riptide Director can be a faster way to get that Laboratory Maniac Win con when you have him on the field. If you pair Riptide with Jace's Archivist and have at least 1 Reliquary Tower in play you can mill the ***** out of your Opponent as well. Nykthos, Shrine to Nyx wouldn't be bad in your deck as well because you have a lot of UU but its a bit out of budget 5 or 6 bucks atm.
The grifter is just too demanding, compared to opposition. Willbreaker seems really fun, deffinetly as a one-of. I think Azami does a better job than Riptide Director in the card drawing thing. I've taken out the Laboratory Maniac win con cuz it's just too slow, maybe as a SB.
Diviner's Wand is a really sweet card here but as win-con I'd rather go with Docent of Perfection or maybe a Nameless One since I can tap all of my opponents creatures with all the tokens and swing with a huge creature.

The idea behind it is to generate a large amount of tokens using Stonybrook Schoolmaster using Opposition, Springleaf Drum or Holdout Settlement to fuel Voidmage Prodigy and other cards that need wizards to work like Azami and Supreme Inquisitor. Win cons = Docent of perfection or eventually drawing all your deck and go for the lab maniac win.
