Ok so i recently started playing MTG, i was playing a casual game with a friend. I was using a white/blue deck. I stumbled upon this artifact called millstone. This is when i was introduced to milling. Nothing makes me more happy than milling someone, seeing their smile fade when the top card of his library is a planes walker and he has to discard it. Since that day i have been determined to make a mill deck but to do that i need to know the colours which would best suit this play style. I heard that blue is best for milling but black has some good cards as well. So i was wondering, mono blue or blue black. I don't really care what set it is from either. Thanks in advance !!
And of course several versions of Jace are good for mill. This is actually my favorite strategy, but it's really difficult to win this way in a multiplayer game.
I myself have a mill deck. UB is the only way to go when it comes to mill. You could get away with mono blue with cards like Traumatize, Tome Scour, and Jace, Memory Adept, but you would really miss out on the heavy mill cards that UB provides.
I slightly disagree. Yes, B/U has some nice cards but overall mono blue is the fastest. Now that Fraying Sanity is a thing, I've found that taking advantage of the really low mana-cost spells like Tome Scour, Mind Sculpt and Compelling Argument mills as fast as anything. I'll humor the U/B style though. It would still be mostly blue. The only stuff that's fast enough that I would use is, of course, Glimpse the Unthinkable, Maybe Pilfered Plans, Breaking // Entering and maybe Psychic Strike.
The whole idea is to mill as much as possible in one turn with as many Fraying Sanity's out as you can but usually you will only need one or two.

Fraying sanity is insane if you don't mind the pun. It literally makes milling click into turbo mode.
