SELVAXRI! King of Misfortune & Master of Rocket Launchers "Do ya feel lucky? Because you'd better start runnin' while you still can." 375 Misfortune {+3 signed AP's} & 104 Rocket Launcher (41 AQ/ 63 Rev) Edgar Rice Burroughs, forgotten legend of the word.
The way it's worded, it seems like it's meant for multiplayer/team matches. Who'd give their opponents mana, now that Mana-burn has been nullified?

It's a fun bargaining tool in theory and a bad mana rock in practice Victory Chimes is another version that is inherently more useful just because you can use it a lot more. If you're doing this kind of thing you probably want both.
I'm surprised there isn't a legendary creature with this effect that also forces creatures to attack you.

Angel's Trumpet is another good method to force an attack; Grand Melee is probably the only card that forces an attack.

honestly, who wouldn't pay the 2W for a 1/1 doublestrike cantrip; because 7 3/3 isn't worth it... i also maintain that doublestrike shouldn't be effective against players, but that's a rant for another day.

You can build a deck with this and Hissing Miasma, Revenge of Ravens, Angel's Trumpet, Grand Melee or Goblin Diplomats.

They don't really force attack, but Queen Marchesa and Rilsa Rael, Kingpin really encourage it.
