I don't really like warhammer, and oversold cemetery seems incredible for this deck, so I'd cut the 3 warhammers for 2 cemeteries (existence is already quite good, and you might not always need this) and 1 more golgari brownscale to stay alive longer.
Well, warhammer the best budget replacement for Jitte, basilisk collar doesn't work very well here from experience.
As for cemetery, is real good on paper. Might warrant use in a more TE focused controllish build, with ~4 sac outlets, and helps to recur creatures. Not sure if you tried it too, but I tend to have 3 creatures in gy most of the time (in the more older TE focused control build), thus the enchantment doesn't activate =(
But I'll try putting it in for this build, since it has less recursive elements.
As for brownscale, I found 2 more than enough for life gain in conjunction with jitte/hammer, though for MP, one more could go in over hammer to last longer.

There are two cards in this deck I would put in: Bloodghast and Emrakul.
I know Emrakul isn't budget, but if you've been to a prerelease ROE you should have one.
It's a great tool to discard when you're about to deck yourself (Stinkweed Imp / Golgari Brownscale).
Bloodghast is there because it loves to be discarded. When you do, it becomes a Disentomb + 2/1 beater. Having a couple of BG's attack all the time puts a serious clock on your opponent. Working on a decklist, coming soon.

I like ghast except he can't block. As for emrakul, I see his use for MP, but for 1v1, he can screw your nicely set up gy.

Updated decklist (had the routine deck upgrading itch) Ghost Quarter actually is bad especially in casual due to the number of basics resulting in tempo loss on my end. So,
-2 Ghost Quarter
+2 Volrath's Stronghold (my friend traded me for stuff in my own collections XD)

Dread Statuary was too slow even with creature removal and discard, so

+2 Mishra's Factory
I'm also getting trade for 2 Tombstalker for other stuff in my collection plus cash
And lastly, might take out a hammer in main for a Sorin Markov (since I'm kinda dying to use a PW) for MP.
