I haven't started a thread on my new decklist, so here it is :).
Thoughts:
- I'd like some advice to speed it up a tad, but don't want to spend much more $$$ on it.
- I feel like better draw is needed :-\. Other cards I've used in the past: Ponder, Impulse, Opt, Peer Through Depths.
- I've considered Disrupt instead of Counterspell...what'dya think?
- I don't want to do Brainfreeze, mostly b/c I don't want to teach my oldschool group a new mechanic (storm).
If you want good counter protection during your last turn, why not use Pact of Negation? If you don't have to ever pay the 3UU, it becomes the best counter ever printed.

In my high tide deck I run Twincast. Can copy a draw spell (Frantic Research would be the best target), can win a counter-war, can raise the High Tide. Can also be tutored by Merchant Scroll during your "big turn". That's my only suggestion.
Howdy. Twincast seems very interesting...I would think it'd replace a 2cc draw...either the Words of Wisdom / Impulse slot (likely), or Ideas Unbound. I'll see if I can find it 'em for closer to $1/card, as they would certainly speed up the deck.
@DrDrum: Do note that High Tide is usually used in conjunction with brainfreeze, combo mill as you call it.
I do have lists with brainfreeze in them, they go off about turn 3-5 depending on draw, if you want them I could post them up.

Turnabout is a must as well. This is the one I would get 4 of first. They are about $1.50 each.
I think I need another good one drop "draw". It needs to dig, and not prevent my next draw...which is why I was unimpressed with Brainstorm (I've no shuffle effects except for Mechant Scroll), and Ponder was "OK"...but I think that's the right card.
I think I may replace Words of Wisdom with Impulse...but I'm not sure. Two cards for 2cc is nice.
I don't think I'll ever really need turnabout, 4 mana is expensive in here just to untap when other cards do something and untap (Rewind is a consideration here over Counterspell, although Disrupt looks better as "protection" I wonder). Snap, Peregrine Drake and Cloud of Faeries should be enough untap I'd hope.
Turnabout isn't just used to gain a ton of mana. It can also be used to stall your opponent. For example, you can tap all their lands during their upkeep, or tap all their creatures before they can declare attackers.

Rather than going infinite with Palichron, I just sum up unhealthy amounts of U by bouncing and untapping lands with "free" spells.

Flash of Insight is a really nice card to find what you need. Along with Impluse and Peer Through Depths.
