Mono blue stompy is competitively known as faerie stompy. Despite the anme being "fairie", it isn't a faeire deck (although some creatures are faeries)/ I've played against it in legacy in several times in the past. It's a decent deck, but the components are freakishly expensive (sea drakes, in particular, since it's a $40 card that's only good in this deck).
Basically, like all stompy decks, play a decent sized creature and go into town with it. One of the keycards is Chalice of the Void -- the deck has no 1cc spells, so you can drop a chalice for 1 and prevent the casting of all 1cc spells.
There's also mono blue fairies. This is an old list from a friend:

A budget blue stompy just is not possible. It really is the all in legacy version or nothing to be quite honest. Sadly, there just is no middle ground.
Monoblue stompers are available.. But they're kinda.. Bad

I have a.... kinda mono-blue quick aggro deck. It's a casual list with all fliers. Slightly suicide style, an Unstable Mutationed Bay Falcon or Cloudskate can get there quick sometimes. Shrieking Drake brings back dying mutants. Cloud Spirits are aggressive fun. A splash of blue removal to clear the way, and beat face. It's a budget list too.
It could stand to be made more competitive, but it's fun. The look on an opponents face when they realize it all flies - priceless. If you are interested I could post my list.
@Dark Majic : Here's the thing, I understand there are stompy Blue creatures out there but the fact is out of all the creatures you just listed the bottom of the curve is 5 cmc. In Green that would be fine, Harrow here, Rampant Growth there. In Black it would be acceptable, Doom Blade here, Chainer's Edict there. In Red Burn here, Burn there. In White PtE, Oblivion Ring, Wrath of God. etc. etc. Waiting until turn 5 to drop something without being able to really protect yourself is why I said it's not a good idea. Also when I was looking at the Gatherer, I was looking for cheap efficient beaters, to back up the overpriced fat.
I mean unless you tuck yourself away behind a blanket of Counters, then you are going to get trounced, and if your do hide behind a blanket of Counters, then it's no longer Stompy, it's a control deck.

There's totally aggro blue...its kinda' fun too. Here's a list of critters with evasion of some sort, typically flying. The thing (downside) with most of them is paying U or something else during the upkeep...but it can still work ok.
Decks like this were competitive back when I played...not sure anymore. It'd still be fun casual, I'd bet.
The decks included interesting stuff like Flood (which is awfully mana expensive).
I've made these decks before, they're fun, and more challenging than Sligh, but they work for casual plenty strong. Play it like a more expensive Red Sligh deck, clearly pretty mana expensive so 24ish land. Same ratio of critters to utility. All out attack, fly-over everything, tempo out everything that slows down the flying hoard. Obviously control your mana curve: 8 1CC, 8 2CC, 8 3CC. 4 4CC, 4 5+CC...etc.
Whereas Red has burn, blue has control. Red:Lightning Bolt::Blue:Unsummon. Counterspell, Snap, Undo, Boomerang, etc...Psionic Blast is always a good time. High Tide baby!
I've also done it with white which adds Island Sanctuary (I'm sure there's a better card nowadays), Pacifism, etc.
Black gives Terror, Paralyze, all the other black removal goodness.
Finding the most efficient creatures in blue isn't that hard.... I can post up a list after some research.
The idea would be the same as MGS, but it would be harder, since, you know, im restricted to blue, which is not the best of aggro.
Stuff like Vexing Sphinx is good. Gauntlet of power powers up and ramps. High tide is nice to ramp up into things. Cloud of fairies can attack, at least, and has some evasion. It is also free and combos with high tide.

I just spent like 15 mins. searching Blue creatures on the Gather and you know what?
Nothing nothing at all.
If you are really dead set on it I guess you could do a Merfolk "Sliver" thing and just play lords and let them all bump each other up.
Or you could rock out affinity, but not like everyone things of affinity.
Like actually using the Blue affinity creatures, and Broodstar and junk like that, it might work.
But other then that it's not the color to be trying this kind of thing with.
1. It only has 2 mana accelerating cards that are worth mentioning (High Tide, and Dreamscape Artist)
2. It has little to no removal.
Like I said try out Affinity and see where that gets you first.

Unstable Mutation is a MUST here. Other interesting enchantments (which I know have become taboo): Clout of the Dominus, Cunning (Blue Giant Growth), Infiltrator's Magemark, Leaden Fists (would be good with Bay Falcon or any other of the extensive flying Vigilence that blue has, Steel of the Godhead, Sunken City (OG merfolk pump), Viscerid Armor, Zephids Embrace (expensive).
