It's pretty self-explanitoro from looking at the list-basically just bounce and discard everything, even (especially) the bounced stuff :p. Here's a quick run-down of the inclusions anyway:
Lose Hope: Removal on the first turn, when you don't have much else to do. Scry is a nice bonus, too.
Seal of Removal: What better removal than that with removal in its name! Another first turn play that can remove blockers later at a crucial time.
Sleeper's Robe: Fits the theme well, gets your combat-damage-triggered guys through, and draws cards.
Rise//Fall: The rise half is great, removing key blockers as well as helping the low creature count.
Recoil: Amazing. Gets ANY permanent and discards at the same time. Perfect for the theme.
Barrin's Spite: Does double duty in the removal department.
Clutch of the Undercity: Again, gets any permanent. The life loss is a nice bonus, as is the ability to fetch Specters and Spites.
Dimir Guildmage: Easier on the mana than most other cards in the deck and a nice couple things to do with mana later.
Vodalian Zombie: Random critter that's useful in certain situations, but not essential.
Dimir Cutpurse: The guy that inspired the deck. Devastating if he gets through. LOVES to wear the Cloak.
Blizzard Specter: Same idea as the Cutpurse and has the nice bonus of choosing bounce (which is great stacked with a Cutpurse discard).

Have you ever thought about Raven Guild Master? It's a great win condition if you're able to bounce your opponent's blockers or give it evasion with Sleeper's Robe, although it is very vulnerable to removal. It might be too slow and unwieldy to work, but it's something to consider.
Ninja of the Deep Hours also loves to have a Sleeper's Robe on it or get through on the back of bounce, but since you'll rarely Ninjutsu it's very slow more often than not.
Waterfront Bouncer is an effective source of repeatable bounce which you could follow up with discard, although it doesn't come with a significant body like the rest of your creatures, all of which are at least 2/2s.
Marsh Crocodile is a good thing to play second main phase after bouncing one of your opponent's creatures with a Blizzard Specter. You'll usually have a fairly full hand so you won't be able to take full advantage of it, but it's a possibility. It's a beefy 4/4 body as well.

Raven Guild Master could be fun, and admittedly I've always like the card, however I don't think it's really needed, as I should win through damage as soon as I would as a result of his ability.
NoDH, as you say, is too slow.
Waterfront Bouncer I'll consider, as it could quickly become degenerate if I can keep getting a creature through (especially a Cutpurse or a Cloaked guy). Maybe instead of the Zombies.

If I may make a suggestion, I would try Shadowmage Infiltrator. It's such a great card (who wouldn't want to have finkle on their side?!), and it's completly rediculous when enchanted with sleepers robe.
Mistblade shinobi is the other very effecient ninjutsu card you could use in this deck. For only U as ninjutsu cost he is worth the trouble. And when you decide to put in the marsh crocodile it can make some sort of combo.
also darkblast seem to be a more effective -1/-1 for B spell than lose hope. If you play it right you can skip your draw step to give a creature -2/-2 with it and it can feed your rise.
@Craven: Sometimes the decks tags also screw up when you use a non standard font, preview the deck tags and then make a change to it. I noticed it when I was temporarely using an other font. The way I fixed it was by reformating my post.
Mistblade Shinobi has the same problem as the other ninja, IMO. I don't really have anything early to ninjutsu it off of. As for Darkblast, I like its ability to kill bigger creatures and feed Rise. I'll look into that.

The problems with the Infiltrator are getting my hands on them, the fact that they have built-in Cloaks (redundancy in that way annoys me), and that they don't affect my opponent's board at all. Ravenous Rats I do have, but I still don't like for the deck because it's bounce fist, discard later, no the other way around. Although if I did go with a gating theme with the Specter and aforementioned Croc, they'd be in.
@Craven: I didn't copy+paste from Word, nor did I put all that extra code in, that's why it hates me. I just put [deck*][/deck*] around the deck and all that got added by itself. I do have double spaces after the numbers, but wouldn't that throw every single card off? I'll try editing the deck with a different font and see how that works. [well, it still gave me problems, even after deleting it all and using good ole Times New Roman...]
