There are two very important issues at hand.
1) Tezzeret is immune to the oil. He infused his etherium with Melira's essence.
and the more important
2) Tezzeret loathes Phyrexia. He hates them and thinks them brutish, clumsy, and worthy of contempt.
Phyrexia would have to be ruled by someone who believed in it, they would not follow someone that thought so poorly of them unless they were completely brainwashed into towing the line.
And lastly, even if Tezzeret did seize control... don't you think Bolas would have expected exactly that?

I don't think it will happen, but the way I see it, there are only a few reasons Bolas would send Tezzeret to spy on Phyrexia:
(In order of likeliness, decreasing, IMO)
A) To make sure they don't become too much of a threat to Bolas directly, and to actively sabotage them if they do.
B) To take control of them.
C) To study them, and manipulate them/use them as a weapon against those who would oppose Bolas.
D) To just study them.
E) Because Bolas is secretly Yawgmoth. (JK)

I know Tezz doesn't exactly respect Phyrexia, but from card flavor text he seems to see positives in their nature. Isn't his "hatred" for them from the books and therefore only slightly canon if at all?
I don't know. So Tezzert becomes the new Father of Machines... then what?
He'd basically be stuck on Mirrodin for as long as he's father. He can't run Mirrodin and run around the multiverse at the same time. Or is he going to be just a figurehead? Because Karn is still that on Mirrodin.
So Tezzert's hanging around Mirrodin and then the Phyrexians are going to be defeated... so then what? Is Tezzert killed? Does he just shrug and leave? Tezzert is a popular character, i don't see them throwing him away on the Mirrodin Trilogy. Especially when he only showed up in the second act and only has a slight association with it.
What's more, if you are setting up Tezzert as the new father... you should set it up. There is nothing NOTHING that indicates Tezzert is the new father. I guess they could establish it in the next Mirrodin block, but that will probably be the final act in the Mirrodin trilogy, and then we aren't going to go back for some time, so are we just not going to see Tezzert in the mean time?
Making Tezzert the new Father of Machines doesn't make sense to me. It worked with Karn because Karn wasn't an active player in the multiverse at that time. You'll notice Mirrodin ended with him not in control. Planeswalkers should not be leaders on planes, having that position ties you to one plane.
Not only that, but it effectively removes all impact and conflict from the rising Praetors, who were completely left out of the books. Without them present, I don't think we can consider any of the established power grabs as truly notable.
The father of machines will most likely rise out of New Phyrexia itself. If anyone from outside the organisation/hive mind/organic mess had to take over, they'd have to unite five (or more) warring factions beofre they could even think of giving any orders.. Not very likely.
He has a thing for artifice, and his body is already part artifact.
He craves power, and the leader of New Phyrexia he would have lots of it, and could finally get out from under Bolas's control.
He was already sent to spy on them. But didnt he dislike the phyrexians? Even if he did, the dislike could be changed if they did his bidding.
And doesnt phyrexia really want a planeswalker?
