It forces card advantage in a control mirror, and makes combo decks discard key pieces of their combo. Control doesn't want to lose a card every turn, but doesn't want to waste spot removal on a 1/1. Likewise, combo doesn't want to discard everyturn, but can't really do anything about it.

Riptide Pilferer is a great card in the Dragonstorm sideboard.
Basically it forces Dralnu to find a way to stop it NOW! or you simply build up a critical mass of Rituals and Dragonstorms to power through their small handsize.
Apart from in Dragonstorm I don't really see a use for the card, except possibly Pickles against other Control decks, but that matchup is already so good for it why bother?
i found this card to be useless most of the time. a person i know at jss have this u/b fish deck. i was running dralnu. he resolved it agianst me, but i had desert out so he ahd a 1/1 that does nothing for 80% of the game. control has so many ways to deal with it. and combo does care if it loses 1-2 card thats their choice(castigate hurt them a lot more since it let u pick the key piece of the combo)
I dunno, from using it I have found it fairly useful. Costing 2 mana means that on the play it can land a fair portion of the time, and sometimes even on the draw. Part of the reason its good, it if they don't deal with it, it keeps plucking cards. If they do deal with it, then they probably used up a card to do it anyway. Obviously vs Desert it isn't so good, but Desert sees less and less play because Boros isn't around. Gruul doesn't much care if you can deal 1 damage to their attackers (Kird Ape and friends). Because of the drop in Deserts, this card gets a lot better. Lets face it, does anyone feel good casting Sudden Death on a 1/1? A fair portion of the time, it will probably hit because people don't want to kill it. That being said, only good in the SB really, and nary so good past turn 2 or 3.
Great in control vs. Dragonstorm. They want lots of time to build up storage counters and mana in order to combo off through counterspells. Pilferer doesn't let them have that time.
Against control I don't think they'll swing more than one time because between Hussars, Helix, Desert, Sudden Deaths and such they'll get rid of it in no time and without much hassle.
The idea is that control sideboards out their answers to small, quick dorks - with Dralnu, you might not be expecting a turn two play, and you might play an Aqueduct or something - control matchups are about resource advantage, and usually the big turns later in the game are what matter.
Note here that I'm entirely impartial. I've never played Pilferers in any deck and I've never played against them. I'm just explaining the concept.
As a Dragonstorm player, I must say that they are quite obnoxious. They force you to always keep one card in hand that you can pitch every turn, be it a land or digging card. And generally, dragonstorm usually has no permanent answers to it in the second game if it comes in from the sideboard.

Back then, the answer was generally no. Disrupting Scepter was far more difficult to deal with. Tog players couldn't really afford to board out smother anyway, since otherwise Nantuko Shade would cause big problems. Forthermore, MBC lacked permission, so tapping 3 mana at sorcery speed was something it could do every turn.
As for Pilferer... I'd be inclined to say yes in a dralnu mirror. Typically removal gets boarded out, here. If he's casting Sudden Death on your pilferer, he's NOT casting it on your Teferi. That's good enough for me right there... much less what happens if he hits a few times.
