Yeah, Spike Jester would be better in one of the two drop slots, I just liked the idea that every creature in the deck has Unleash, lol. I agree on the Madcap skills. Since the entire deck costs under $20 and I have some of the cards already, I am tempted to build it just for fun.
I think the answer boils down to "because he wants them to", not for any reason concerning how well the deck performs. Of course, madcap skills still belongs. as well as hellhole flailer.
I'd play flailer over rakdos drake and snip a little removal or 2 removal and 2 splatter thug for 4 madcap skills. Madcap is good in general and then there's the extra possible fun with it and flailer.
Madcap would replace the Shocks. I like the Drakes since I do not play against a lot of fliers. Could always have both and sideboard out the other set as desired.

You're not exactly blocking with them and your "evasion" is mostly comprised of killing the things that could block you so I don't see the need for them but whatever floats your boat.
Why run auger spree over ultimate price or devour flesh? I mean I can see why youd take it over mizzium mortars (cost) but over ultimate price and devour flesh?

A deck like this benefits from not mucking about with removal too much. Burn is fine because it's flexible, but a 4 drop spell that only removes one creature when instead you could instead be dropping half your hand on the table? Not that type of deck.
4 mana should be top of curve for this deck. None of the cards you play should be over that. Evaxa is pretty much a necessity - giving creatures haste and being a Hasted Unleash finisher herself is a big deal. I personally like Bloodfray Giants because even if they Pacify her, you can still bring him out and wipe the floor with your opponent. Trample and other steamrolling tactics help in this deck.
the reason is ultimate price doesnt nail voice and because its an aggro deck we are counting to twenty, we dont want to have our opponent gain any life at all, on the other hand i can put two cards in the side board. Showstopper for auger spree, and replace auger spree for Ultimate price once i know what deck they are running. This deck is not mid range its balls to the wall aggro, remember that when playing.

I like Hellhole Flailer and had considered it, but did not really see a place to fit it in unless I give up some of the burn/removal.

I'm not sure what 4 drop spell you are referring to but Mizzium Mortars, Ultimate Price and Devour Flesh all cost 2 mana.
