Goblins can be pretty cheap. 4x Fireslinger 4x Arsonist 4x Wardriver 4x Chieftan 4x Goblin Grenade 4x Reverberate 4x Brimstone Volley and that's already 28 of the 38 or so non-Mountain cards you can afford to fit in, and probably less than 20$ even with that.

The problem is I can't really see any really cheap standard deck that will still be standard in October. you can't play blue without Snapcaster mage and you can't play green without Huntsmaster of the fells, Can't play white without Restoration angel
Black white tokens can be done cheaply will still work after rotation but its lands are expensive.
Green white humans can also be done fairly well but missing a lot of its real power without red and restoration angel
Red White version of the deck has the same thing.
The best way to keep costs down is to stay 1 colour...
I am giving myself a challenge of building three colours including blue playing a Snapcasterless Grixis control for $50 most of which is the lands.
Black white tokens can be done cheaply will still work after rotation but its lands are expensive.
They aren't that expensive. You can get 4x Isolated Chapel for something like $20 if you hunt around a bit, and outside of that there isn't anything (relatively) expensive unless you want Clifftop Retreat for the red splash. The deck is mostly just commons/uncommons, and if you're on a really tight budget you can skip stuff like Champion of the Parish and so on.

This is what I played. You can replace Snapcasters and Inkmoth Nexus' for other stuff. Admittedly I can't say Snapcaster was ever that useful anyway.
Sorry I don't remember what the sideboard was, (the deck is in my car and I'm too lazy to go out there to get it.) but it was basically a bunch of protection spells, Gitaxian Probes, and I think some Gut Shots.
I have to disagree. I play a budget deck right now, and I consistently top on the local level (which I what I'm assuming he wants a deck for).
Anyway, I would also recommend Zombies. They will survive the rotation.
A budget deck usually doesn't do too well at the PTQ/Grand Prix level.
It can do well at one's FNM though. However this really depends on the quality at your FNM. At my FNM out of 50-60 players, 10 of those are pure Spikes so a budget deck is not going to make it past those players. In 6 rounds, say you are 3-0 by round 3, you are probably going up against 1 of these players. I've played the same guy in 3 of the last 4 FNMs in round 4 or 5 because he's always X-0.
The other LGS where I used to play is much less competitive. I was basically the only true "Spike" there, although 3-4 players are pretty close.

Idk, I played my list at GP Orlando and ended up 25th. Probably would have went further but I kind of defeated myself by making really bad play mistakes. At one point I got him to 9 poison, tapping out to do so, and had Ranger's Guile in my hand. Ate a Gut Shot EoT, never drew another dude, hated myself.
You can build a solid mono-black Zombies list for under $50 (assuming you avoid Obliterators which aren't really necessary anyways). Gravecrawlers and Geralf's Messengers are the most expensive cards and you can probably get playsets of each for around $30-35. After that there's just a bunch of commons and uncommons to fill out the deck and the easiest landbase ever (22-23 Swamps!). I can send you a sample list if you'd like.
You could run a UG Splinterfright deck. It's going to survive rotation almost completely intact and of the necessary shell, only Hinterland Harbor costs more than a dollar. It's really versatile and could be adapted to fit most any budget. Mine runs Phyrexian Metamorphs but those slots could easily be filled with a few more screeching and armored skaabs. Worth a look!
I would strongly recommend looking into a UG Dredge Splinterfright deck (props to the poster above). It's a lot of fun to play and can be FNM Competitive. Further, the deck doesn't require any expensive T2 staples.
As others have said, UG Infect is the only reasonable option if you want to be competitive. It is a niche deck but it has a reasonable matchup against many of the current top decks out there. AFAIK it's around $25-50, with most of the cost going to Inkmoth Nexus.
Those recommending Zombies.. I'd like to see a competitive budget version of Zombies? For UB you really need Images and dual lands which will put it way out of budget, for BR the lands and Falkenrath Aristocrat alone eat up $50, add in Gravecrawlers/Messengers and you're almost at $100. Not to mention Caverns in both builds.
If you want to play a weaker, budget version of a current deck, go for it, but it will likely not put up great results. UG Infect plays cheap cards, but not because they are cheap. It is not made to be a budget deck, but it happens to be one, so it gets my vote.
BW tokens and RW humans/sligh are possibilities. You'll have to stay away from stuff like Sorin and Hero of Bladehold but they can be reasonably replaced with stuff like Angel of Jubilation and Hero of Oxid Ridge/Hellrider.
play wolves. not werewolves but wolves. i play wolves just for fun but i beat some top decks. i'll post the deck up later when i find the paper that holds the cards i use. it do's have mayors only because it's a good card that makes wolves if he flips.
also most of the cards are very cheap. only the lands will cost you a pretty penny.
For $50 this is what I would do. Buy the event deck "death's encroach," then buy 4 Blood Artist, 3 Geralf's Messenger, 3 Gravecrawler, and experiment with finding the exact decklist you want to run. If you can manage, also get 1 or 2 Phyrexian Obliterator.
Doing this gives you some options, a nifty deckbox, and a sideboard.

If you have price constraints you probably shouldn't play standard though, you'll just get smashed by tier 1 decks anytime there are prizes available.
Legacy has much higher up front costs but you can play the deck for a longer than 6mo-1year unlike standard.

That would be a basic shell. The rest are flex slots that can be anything from Doomed Travelers and Champion of the Parish's to Sorin, Lord of Innistrad. A friend of mine also plays 2 Altar's Reap, which isn't terrible either.
A couple Sorins can do well for the deck, but isn't required if you can't afford it.
Delver was cheap imo (not including the fastlands).

Delver was never cheap. Even without dual lands, you still need:-

But yeah. Infect is a pretty decent deck for its price but won't live past rotation though.
UR Delver is cheap, and believe it or not, is a competitive enough FNM deck. Snapcasters are the only thing in that list above $10.
