what it means is the the 1's in mana cost could have a phyrexian symbol this is already far more balance since it doesn't fix mana only reduces it.
I can already think this is the key to bring “phyrexian mana” back in standard without making something ridiculously broken like gitaxian probe was

Whenever CARDNAME and a creature named Phyrexian Dragon Engine attack, if you both own and control them, exile them, then meld them into Mishra, Engine Monstrosity. It enters the battlefield tapped and attacking.
