City's Blessing is not a token. It's a generic object/state though that deserves a reminder.
Common guesses:
Some cards will give you City's Blessing and some card effects will just get better if you have it - a threshold 1 mechanic.
You can collect multiple of these and at some point you win the game (reverse poison).
Some card effects will give you City's Blessing, but you can lose it again and/or it can be taken away. It's a resource to be fought over like being the monarch (which itself originally was designed for this block).

I'd feel like it might be a type of Monarch sty;e mechanic, giving you a bonus if you have it or maybe for the number of blessings? Also getting damaged destroys the blessing of something.
You recieve it by having 10 or more permanents. And cards have a better effect if you control it they spoiled a instant that uses the city blessing
