Reading the new Uncharted Realms on the mothership, just a small thing stood out. Between the art of the riot and the new Golgari guildmage:
"Who, Zivan?" Branko asked. Arbiter Zivan had ordered the Mass Arrest, which had been touted as the ultimate clean-up of the Golgari.
Mass Arrest is in all caps. I think there was an art/pre-order card name that was spoiled a while back that might be related. Supreme somethingorother.
Anyway, speculate. Arrest but on a mass scale. Also, Zivan might be important. Speculate that, too.
It's a proper noun because it's an event, like the Great Depression. I can't really remember the last time a story line event was made into a card in the same block.
hey look... the card arrest does the azorious keyword detain permantly... so I might go out on a limb here and assume we are detaining all opponents permanents?
IDK how supreme verdict got brought up as a huge topic of conversation here. It is a known card title as it is the buy a box promo. Anything else about it is just speculation

Zivan can throw his arbiter's gavel into the ring with the other competitors for Guild Champion.
And just like that, Zivan is out of the race for Azorious Guild Champion.
Relov muttered something unkind under his breath and entered into the hideous little room. He tiptoed to the bedside and peered at the corpse. The skin looked splotchy, but in a strangely mathematical way. Despite his disgust, he leaned closer. Words had been magically imprinted over every inch of the dead man's body. The words were tiny, almost too small to decipher. But they were deep enough for blood to empty through the open wounds. The victim's skin sagged disturbingly but Relov could make out a few words: law; judge; proof.
"Buckets of blood indeed," Relov said when he returned to the corridor. "That's horrific."
"His name is Zivan," Javy said. "An Arbiter like yourself, or so I've been told. I was hoping you could give me something on him."
Zivan had been a legendary legislator, but Relov only knew the man by his reputation. Once, Zivan had talked for sixteen hours straight, just to stonewall a request for refugee assistance. Relov had heard rumors of Zivan's fall from grace, but this was, well, humbling. source

Now this sounds a bit more like what I was hoping to expect from Azorious. The sheer power of a "law" or "decree" that just makes the opposing forces "quiet down" in mass. Similar to what I had in mind when I was looking over my Pallation Accord but more immediate.
Aka: All your creatures are unblockable until end of turn, take an extra turn after this one
Yeah, basically. Though the opponent does get to draw a card, play a land (and possibly a 1 cmc spell) and he'll be able to untap to block, unlike he would be able to after a Time Warp.
I suppose that if this is too powerful, it could easily cost one more mana, or it could be something like:

3 mana seems low, but Sleep only costs one more, and makes your creatures unblockable for two turns.
