1. I'm afraid that you're in the wrong here. If you want to respond to your own spells, then you need to hold priority to cast what you want with the spell on the stack. That means you need to cast your protective spell immediately once you cast the board wipe. If you pass priority, which you asking for responses indicates, the spell will resolve.
2. This time, you definitely has the right of it. The only player who gets to make your priority decisions is you. Magic is not a game of dexterity in which players get to change what other players get to do just by playing faster. Everybody gets a chance to react.
