Curve should be fairly low - 12 1 drop creatures, hopefully should be more than enough, granted I rarely think we hit the ideal Play Sephara on T3 play.

But wouldn't you agree that Spectral Sailor is better than Rustwing Falcon?
Flash ist still a pretty good upside when you play instants especially when you have some lords out it can become a pretty good surpise blocker and the mana sink is still a nice bonus even though we might not use it that often.
I agree that the Pirate is better than the bird. With the amount of Flying buffs in the deck, you can flash in this guy as a 3/3 fairly often, which is a decent blocker, as well as get a surprise Sephara due to the flash.
Doubt it, I really doubt it comes in as a 3/3 as often. Overall, I think it's irrelevant since rotation is in on the way. I also think it's way too gimmicky and is not going to beat MonoR or esper or superfriends. We've seen other discounted effects on cards before and sometimes they are great Ghalta, Primal Hunger and sometimes they aren't so great Toorgar, Famine Incarnate

Playing a lot more 1 mana flyers into this fattie isnt the worst idea in a deck that might protect this with counterspells.
It easily wins the game, when its not killed immediatly (and your small flyers are indestructible too).
So this might very well be a thing for a deck thats mainly blue and splashes white (bunch of cards in White/blue that produce flying tokens, which also goes well with this).
----
Giant lifelink flyers tend to win the game pretty easily if they are not bombarded by removal.
The ultimate troll move is to play this turn 1 with 4 Ornithopter
well that play would work in modern if you had all 4 in hand you would still need 3 more mana and hope the board isn't swept.
In standard there isn't that many 1 mana flyers in blue and the one that is rotates in October. The ones in white aren't super great either. Radiant Destiny is rotating as well....
There is also Rally of Wings but we need a lot of mana for this, roughly 5 mana + 4 flyers to pull off a victory in the same turn?

If your a Curious Obsession deck, then yea. Granted your better off just being MonoU or merfolk if you want to go down that road.

Spectral Sailor sounds great on paper but it just seems to come off as mystic archaeologist I don't think we need mana sinks at all in this deck, but it looks like you have gone down the Curious Obsession road. I'm out on stuff like Spark Double and you don't need all 4 copies of Sephara. Syncopate I'm not sure about, sounds more like a waste of mana than an actual tempo solution as there are way better counter-spells we can use.

I thought about that, I do believe it's possible but flyers builds are generally cheap with lots of card draw and keep counters. Not only that favorable winds forces us to take turns off Generally there is only 1 heavy hitter at the 3 drop slot and this card would be in that role as a 3 of.
If you run it with Shalai, Voice of Plenty yes then again, the trick is to have enough flyers out there and not already be behind due to sweeper/discard/counters
I think there are enough strategys that could already implement this beast, for example the blue list that combined cheap flyers with Curious Obsession, now with a white splash ad Dovin, Grand Arbiter and this Angel and you might end up, casting it on turn three, then play Spark Double next turn to close the game, in UW colours you can also ad Loyal Pegasus and Spectral Sailor for more consystency. Or maybe go for the Izzet-Drakes Build and splash white to go Jeskay, i think there might be enough options for this angel.
I'm not sold on the drakes idea, typically you want to hit Niv at the top end of the curve and I've tried grixis and jeskai versions of it with Teferi and Hero. Problem is that drakes loses out to discard and saccing. Again, I dig the flyers idea, just need to do some brews and see which one works out.

I would drop Resplendent Angel / Pteramander / Remorseful Cleric / Lyra Dawnbringer.
MonoU tempo probably not...

@darrenhabib - UW control would be cool but even then, with Teferi and Lyra still around not sure. Maybe after rotation hits.

Also not sure how viable this is in standard.
