No, the planeswalker you control is not targeted, so if you can't choose a planeswalker you control, the spell will still resolve and do as much as it can. You can cast The Elderspell even if you control no planeswalkers.

My comments: so with Nicol Bolas, Dragon-God and The Elderspell, all you need is UBBBBBR and you win the game. Kind of like a very dark version of Coalition Victory, but a lot easier to pull off. This is nuts.
No, I think you are misreading the ult on Bolas. Other players need either a PW or Legendary creature, not both.
Or you are assuming Legendary creatures are fairly rare, which might be true in standard. After this set, it might be more common to have a PW out than a Legendary creature.
What I meant was that it's a conditional "you win the game" effect like Coalition Victory's, and I picked that card on purpose because of the lore involved in both things. I know that if the opponent has a legendary creature out, it'll blank the ultimate for them.
