Discussing new cards before complete spoiler rules question

Introduction:
I would like to make some changes to the Standard Forum layout and rules to improve usability and match current usage patterns. Specifically, these involve accommodating Arena Bo1, organizing the archives and maybe changing how we handle discussion of new releases.
Arena Bo1:
Arena "best of one" uses the standard card pool without sideboards. It has been suggested that some of the best bo1 decks use cards in their maindeck that would be in the sideboard of corresponding "best of 3" decks. Further, it has been argued that control and linear proactive decks are favored competitively. Bo1 decks are different from their Bo3 brethren and compete differently in their meta.
There was consideration of a Standard subdirectory for bo1 decks, bo1 decks being listed under Other Magic Products/Magic Arena and mixing Bo1 with Bo3 decks in the existing Standard subdirectories using labels to distinguish Bo1, Bo3 or heterogeneous threads. It was decided to create a new Standard subdirectory for Arena Bo1 decks.
Organizing the Standard archives:
The Standard archives just seem like a mess to me. But there have been no complaints, people seem to use them and searching works fairly well. I would like to set it up so newly archived material can be found intuitively, in addition to searching.
I propose that we create the following set of subdirectories under "Standard Archives." All new archived content would be tagged with its class. For example, content archived when Kaladesh through Hour of Devastation were archived would be tagged with "KLD-HOU."
Pre-KLD (before Fall 2017) -This would have the contents of the current archives in their current directory structure shifted one lower.
Main - would hold the tagged contents of the Standard main directory
Proven - the tagged contents of the Proven subdirectory
Established - the tagged contents of the Established subdirectory
Deck Creation - the tagged contents of the Deck Creation subdirectory
Budget - the tagged contents of the Budget subdirectory
New Card Discussion - the tagged contents of the New Card Discussion subdirectory
Discussion of new releases:
Currently, discussion of new sets can only occur in Standard New Card Discussion until the full spoiler is out. I understand that this worked for people at some time in the past, but have the feeling that warning people not to discuss cards prematurely is just annoying, particularly when rotation is not occurring. It seems fairly intuitive to me to look at evolution of decks when a new set is coming in and nothing is rotating out.
The options I see are:
No changes
New cards in Standard New Card Discussion when rotation is about to occur. Rename New Card Discussion to Postrotation Card Discussion
Eliminate New Card Discussion and allow discussion of new cards in the other Standard subdirectories before the spoiler is complete.
RNA Standard: Grixis Midrange, Jund Deathwhirler, Sultai Vannifar
GRN Standard: Red Midrange, Mono-Blue Tempo, Wr Aggro, Gruul Experimental Dinosaurs, Sultai Midrange, Jeskai Midrange
Modern: Bant Spirits
Forcing a single archetype in all formats: too many colors, bad mana.
