Is there a typo in, "Whenever an opponent shuffles their library, they shuffle their library or pay 3 life."?
No. Mechanically, the trigger goes on the stack when they finish whatever effect caused the shuffle, and then that trigger causes them to shuffle again or pay 3. I was interpreting what you originally wrote to be meant as hate against cards like Vampiric Tutor. So, they would find a card, shuffle their deck, put that card on top of their deck, lose 2 life, and then either shuffle again (losing the card they tutored for) or pay 3 life (increasing the cost of the tutor). If the shuffle was just Rampant Growth or similar, then the second shuffle wouldn't be doing anything without deck manipulation in response to the trigger, so the physical actions could be just one set of shuffles (even if it counts as two for the likes of Cosi's Trickster or similar).

The last ability is clearly meant to screw with topdeck tutors, but triggers way too often and would eat up a lot of play time. I would say instead, "Whenever an opponent shuffles their library, they shuffle their library or pay 3 life."
Physically, they just finish their normal shuffle if they Rampant Growth'd or something. If they were resolving a topdeck tutor, they simply pay an extra 3 life for the effect. It also gives the opponent an out by combining their topdeck tutor with instant speed card draw (in response to the shuffle trigger), making the card more interactive.

I want a creature 4 cmc or less that can search for ANY land and put it into my hand or battlefield.
Currently testing Utvenwald Hydra for the same ability as an ETB, but need something cheaper mana wise.
If it's going to your hand, I honestly think 2G for a 1/1 would be fine. Sylvan Scrying costs 1G and adding 1 to the cost for a 1/1 body seems fine to me.
Ulvenwald Hydra costs 6 because the land goes to the battlefield and he's a big boi with reach.
If you meant to get treasures equal to half your attacking goblins, the trigger condition should be "Whenever you attack with one or more goblins". Otherwise you're producing X * (X / 2) treasures, where X is attacking goblins. (Mardu Ascendancy would change things a bit, since it could increase the second X but not the first.)
The lands would still be very balanced as Black has the most effects based on Swamps (read as: Cabal Coffers) with Temur-colored lands in a close second. White doesn't get too much for counting the number of Plains (except Emeria, the Sky Ruin).
I think the biggest effect on other colors would be ensuring your landwalk abilities are turned on for all opponents, for free, using a permanent type that relatively few people even attempt to deal with.
As for what I'd like to see, I wanted something like this when they first revealed they were doing enemy color pair commanders:

I know an Islandborg, Tomb of Islands would go straight into my Thada Adel, Acquisitor deck. It would become my first tutor target for Expedition Map and Tolaria West, too.
