You can do things that aren't directly tribal, but benefit from mechanics seen with certain creature types.
As long as there are cards that specify certain tribes in them, it’ll be fine. Do you have an example?
Animar (low color weight), Doran (high toughness), and the like could be commanders for a tribal deck featuring multiple tribes just because they naturally favor certain aspects of a tribe's mechanical identity. You can put the tribal stuff in the 99.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
