That doesn't seem like a terrible rate, 4 mana for an almost Sleep... oh wait.
But it's much better than Sleep just because of its card type. I think Blinding Beam is a pretty neat card that doesn't exactly cut the mustard for a lot of decks, but if I was building Feather, the Redeemed I think I'd run it.
It's an elemental that can be cast from the graveyard with Horde of Notions, so it pairs up well with Avenger of Zendikar in that regard for some serious digging. It's not insane or anything but it plays double duty with Fecundity.
Edit: The only thing left I want to explore with this card is having it in a Mairsil, the Pretender deck. You can use it to play any creature or artifactpermanent that was exiled by the current iteration of Mairsil, and I think that's kind of neat, especially once you start involving cards like Eater of the Dead or Shauku, Endbringer. Or Withered Wretch. Really, it makes for some very weird interactions.

From the rulings on imprint:
Each permanent with an imprint ability also has an ability that refers to the "exiled card(s)." These two abilities are linked. The second ability refers only to cards exiled as a result of the imprint ability, not by any other ability.
Sorry, I thought that sort of thing worked at one point too.
It gets even more confusing with Myr Welder because it uses the Imprint keyword, but I think it still doesn't work for him either.
Yeah, this card is quite similar to a hearthstone card. It's not very good. If the idea is to pump all of your elves and then when you get wrathed you get life, I'd rather do something that draws me cards instead.
It's hard to tell who is slaughtering who in this picture. You'd assume Crovax was winning because this says "destroy target nonblack creature" but Mirri's claws are in his face
No one really plays Slaughter anymore but it's still okay.
It's nice that she's able to edict your opponents usually before she eats removal, since she triggers on their upkeeps. She's like a big Shriekmaw that presents a recurring value threat. She can really run over a game if she sits on the board, but she doesn't feel obnoxious like Vorinclex does.
