Force will almost do nothing for the matchup, unless they're playing the Karn Version. If they're hard pressed to combo off they'll tutor a pact of negation. Typically you want to attack their manabase or tempo/aggro them out. Blood Moon/Molten Rain and now Pillage are great against them. Also, Ashiok. Play motherf*cking Ashiok, screws with almost everything they do.
My perspective is more from the UW Control side, where I can grind them, but from the games I played, Ashiok was busted and so was land destruction.
I think you're trying Feather in the wrong deck, thus reducing the focus the deck. I'll build a Boros deck with growths/dreadhorde champion/swiftspear to compliment feather's gameplan.
I saw a list somewhere (I think it 5-0'd a few weeks back) with 4 Young Pyromancers, 4 Monastery Mentors and 4 Arclight Phoenixs. You could shift some numbers and work with 4 Delvers and a couple of Dovins.
On a scale of 1 to 10 for cantrips, with 1 being the worst that's ever existed and 10 being Ancestral Recall, Ponder is an 8-8.5 and Brainstorm is 9-9.5.
Don't ever expect to see Ponder again in modern. The best you're gonna get is Preordain and that's debatable with phoenix decks being as good as they are. A critical mass of (good) cantrips can be a dangerous thing.
You should try Swiftspears and mutagenic growths/gut shots,but then you're almost to the point of playing UR Phoenix with looting/scours etc. without the phoenixes and thing in the ice (arguably the reason to play the deck).
In my Delver decks I'm playing 18-19 lands with 4 Fastlands (2 Spirebluff, 1 Seachrome, 1 Vantage), 4 Shocklands (2 Steam Vents, 1 Hallowed, 1 Sacred) 3 Basics (2 Islands, 1 Plains, or 1 of each (depending on the amount of field of ruins I'm expecting) and 6-7 fetch lands. I'm personally playing Blood Moons in the sideboard, but this configuration has served me well.
Also no Izzet Staticaster against Fairies? It wrecks most of their creatures.
So long as it's in print it won't be over 10-15$. Look at Trophy, which is played much more. Also, this one is far more brutal in Legacy and Vintage, I'll definitely try it, but I was thinking more along the lines a UW Midrange shell than a delver shell.

Specifically, for this archetype, you want to press tempo, so Spell Pierce will give you that, spell snare often will be useless.

Why not a boros charm in place of the 4th helix?
