Keep in mind, that Meekstone fits in totally different decks than Bridge. You can play Meekstone in Eternal Command but not Bridge, same is true for any deck that wants at least some amount of cards in their hands.

Removing the land clause from Rise/Fall (and instead make it to "target player discards two cards) would make it overall worse, the only reason why Hymn is so obnoxious is, cause it can randomly hit the only two lands in your hand and than you are a sitting duck.

Fire//Ice is not a control card, it is a classic tempo card. Hence, the question should rather be: would it see play in Tempo strategies?
At least in the straight UR Tempo decks I could see a couple of them, however, in other Tempo strategies (like RUG Delver/Counter Cat/Grixis Delver) I doubt, that it would see play at all. Though, RUG Delver MIGHT run 1, since the tap effect is so good in this deck (the tempo element generated by this is huge).
Will it get reprinted sometime? I doubt it. Those kind of split cards will likely not come back

I'm not sure Prophetic Bolt would see play anywhere, but it would be a fun one-of in Blue Moon or something.
Fire // Ice might actually be good for the format. It's a versatile tool, but not overpowered.
The problem on Proph Bolt is, that it only deals 4 damage. If it would be 5, that card would be "busted" (and it was kinda busted back in the days ^^).
As it is now, it would see some play, but not much.

I'm not much of a competitive player but I've watched a lot of coverage recently, and I was thinking to myself that the format would be very different if these cards were around:
Disrupt is largely fine. Generally inoffensive, although you have to be careful about adding the Spell Pierce counters that tend to benefit fast combo.
Pyro would be great. Burn wouldn't run it, which means red-based decks would get a semi-FoW kind of effect. Are there any linear decks which would run this? Burn in the SB probably, but not main.
Ankh seems like it would be bad. Format doesn't need more damage to punish slower strategies.
Snuff Out would be great to have in modern. Another spell like innocent blood that rewards black decks. Black should have good removal...
TBH, is Snuff Out even better than Dismember? I mean, the no black clause is a real problem, with Kalitas, Tasigur, Gurmag and Rhino (and now also Anafenza) seeing relatively much play. Yes, it costs nothing, but it is a rather steep drawback that you cannot target those high powered threads.

Just for your interest, Tog saw quite some play even without Upheaval, since he was basically the best UB finisher back in the days (nothing else came close to it).

When it comes to Cabal Therapy, I'm more worried about Grixis Delver with Gitaxian Probe, Young Pyromancer and Cabal Therapy + Tasigur/Gurmag Angler. That seems like a recipe for an overnight Tier 1 Deck, if not a Tier .75 one.
Sounds like hyperbole to me.
Have you ever played as/against this exact interaction in legacy? It's hardly hyperbole tbh
I play against and with it "all" the time (aka when I have time to play Legacy). Yes, it is good, but the reason, why this works so good in Legacy (Grixis Delver) is, that Young Pyromancer is good on its own, which is just not true in Modern. Reasons for this are many, but the most important ones are, the better Cantrips (you can reverse storm better), better protection spells and overall less removal.
