Exalted Angel would be fine in most peasant cubes because there is so much spot removal. I think it's weaker than Cloudgoat Ranger, for example. It is unlikely to see a reprint in Standard because it breaks the 5-mana rule set in Khans for whether a turned up morph trades/bounces or kills an opposing 2/2 creature. And they don't usually do rarity shifts in supplemental products.
Yeah I don't think that's worth a card most of the time. Sai of the Shinobi essentially has a surge equip cost of 0 for creatures and gives +1/+1 instead of +1/+0, so I'd play that if you want this kind of effect.
I just stole the templating from Harm's Way, so changing it to creatures is fine by me.

My only beef with the colorshifted Undying Evil is that the original is one of black's few good non-removal tricks and giving it to white, who already has similar effects with cards like Test of Faith and Otherworldly Journey, takes away some of that uniqueness in my eyes.
I'm assuming you just forgot the ETB tapped on the Encampment?
This is just a flavor nitpick, but maybe make the 3/3 token a Loxodon? That seems to fit the flavor of its size a bit more (giants seem to be 4/4 or larger for the most part now).

I could use one or maybe two for my custom expansion. I can always just toss in a Bigger Flame Slash for 1R or something, but I'd prefer to get something with a little more juice.
