So, this can be thought of as Divination stapled to a Mind Rot. This costs 1 total mana less than the two slapped together, but still, I'd rather have one or the other. Well... maybe this over Divination, since you have options.

I suppose Relearn could be used in a very budget Storm deck, but usually one would want Past in Flames, even if it is a few bucks pricier.

Meh, I prefer me some Path of Bravery honestly. Other than that, the art is SCARY!! And a 5/6 for 4WW is nothing to scoff at either.

I'd rather just play Fireball. Any other newer X burn spell, like Demonfire and Banefire seem better. But hey, this is old, and that art though!

Power Conduit is pretty cool with Serrated Biskelion and Aphetto Alchemist. Put a few counters on the opponents things. It may not be a very good combo, but then again, who uses Serrated Biskelion? Shield Sphere blocks nearly forever with the Conduit, and Mystic Remora is pretty sweet with the Conduit and Alchemist, giving you a big dude and a better Rhystic Study.

Meh, Exhaustion is okay, cool with a Panoptic Mirror, I suppose. I would rather just play Stasis with Howling Mine so the opponent reaps too many benefits.

Ah, the disappointment when one cracks a Saga pack and sees this staring back at them. Good in EDH, hence why it was printed in the first EDH precons. Meh, not much else, I guess you could Pod into it in a wicked budget Pod deck, but I would probably spend the extra bucks and buy a Grave Titan.
