You'd probably want to word that a little differently. Maybe something like "Creatures enter the battlefield with a time counter on them. At the beginning of each upkeep, remove one time counter from each creature. Creatures with time counters on them can't attack or be tapped." Of course then you get into proliferation and other stuff.
