It's simple: lands are not spells. Therefore, you cannot cast a land. Flash refers to 'casting' the card it is on. In turn, Flash serves no purpose on a land. Not only that, but the rules outright state that you can never play a land during an opponents turn without some card like Rampant Growth (which states 'put it on the battlefield', not 'play it')
Actually, the Comprehensive Rules do specifically say you can play a card with flash any time you could cast an instant. Playing lands, however, do have their own restrictions: You can't play more than one land in a turn, and you can't play lands during your opponent's turn. But Flash on a land would allow you to play a land during your upkeep, for example.
