The rules as suggested by seilaoque 1 of each card in each colour in hand, you get 1 basic land each turn. With black, white, green and red out of the picture, only Artifact and blue remain, Blue gets angery at this and decides to finish this, only blue must remain! so it attacks.
Pretty sure that access to all forms of mana ramp turn 1 end it for blue, even with free counterspells. What it comes down to is that turn 1, blue CANT counter everything - they only have FoW, Disrupting Shoal, and Commandeer on turn 1 and artifacts have a handful of 1-and-0-mana accelerants that lead to a turn 1 win, regardless of what blue does.

Blue can play an Island, Commandeer a Mox, and cast Hurkyl's Recall to prevent any first-turn win shenanigans.
then... they just become turn 2 shenanigans.
But by stealing a mana artifact with commandeer, and dropping the second land in turn 2, if blue goes first, it can actually drop a second turn Arcane Laboratory and maybe win from there.
Can artifacts react to that?
or will blue win like this if it goes first?
in this ruleset, It's likely a tossup between Red, Black and artifacts.
It's not likely, Blue, Green and white can actually do something,

artifacts include colorless again? or are we just talking artifacts?
anyway.... Artifacts will ramp to LOTS of mana by the end of turn 1....
Blue won't be able to counter everything.
