the rules, all creatures are summoned, (in artifacts case I guess that means all artifacts are on the field) total mana available = the amount it would cost to cast all collective spells of that colour!
Begin!
Edit I am counting ALL colourless cards as "artifact" now.
There are some stupidly powerful artifacts, but White has a ton of ways around virtually all of them. White wins.

As much as I'm against the OTT view that this card is going to solo tournaments, cure cancer and make Susan Boyle attractive I'm not really a fan of the opposing camp who think it slaughters puppies and sired Justin Bieber.
Follow up with Armageddon to end any hope of recovery.
Except Artifacts can recover quite nicely after a wrath like that.
Plus, Indestructible land... Artifacts have one, white doesn't... The turn to recover would go something like this...
Tap Citadel, Sol Ring, Mana Vault, Voltaic Key, Grim Monolith, Doubling Cube, Sculpting Steel (Targeting Doubling Cube) Then cast Chimeric Staff and make it absolutely huge and kill the White player...
So, Wrathing the board does not end well for the white player... Plus, Karn Liberated... Exile Stony Silence... GG?
Wait a minute, Ramp that mana and Cast Emrakul, The Aeon's Torn, Ulamog, Infinite Gyre, and Kozilek, Butcher of Truth...

All of Whites permanents are indestructible because of Avacyn.
Planar Cleansing wipes all non-land permanents, not just creatures, so while some colorless cards are indestructible, not all of them are so planar cleansing becomes a very one sided wrath.
Mangara of Corondor is a pretty cool dude. He takes one for the team by exiling Karn.
(p.s. It would be helpful if you used card tags in your posts)

Artifacts. Stony silence doesn't start the game in play and there are probably too many possible instant speed artifact combos that I have a hard time believing that activated abilities of white creatures could deal with them all.
Considering that OP said the rules for all of these were that the walker knew how to cast one copy of each spell in existence for that color and that they would have enough mana to play every single one of them.
How does having the cards available and having the mana to use them make the situations never come up???
Then this turns to a coin flip because whoever goes first obviously wins.
Yeah, the rules for this are kinda sketchy, it's more of a popularity contest, because I laid out a way for Red to deal 128,000 damage plus 256,000 combat damage, all unpreventable BTW, and Green still won...
Oh yeah, Stony Silence is in play, Karn Liberated, Exile it, cast Emrakul, Aeon's Torn, Use Karn's ability to exile Avacyn, then with Darksteel Forge out, use Nevinyrrall's Disk to destroy all opponent's creatures and enchantments and any colored artifacts they may have.
White Just can't win... Not with Non-Artifact spells like Karn, Emrakul, and All is Dust...

Yeah white has 2 cards that are even relevant in this match. Stony Slience and Leyline of Sancitiy. The match turns to, "can artifacts kill these 2 cards". Because colorless goes infinite instant speed anything it wants the moment these die.
Other noteworthy things, Neverals disk, Darksteel forge, Mysclatus, Menarch (since artifacts have the ability to get blue mana from other artifacts he can use his ability) Also it might not matter if a black vice is in play....
Would General's Regalia give artifacts the win if white goes first? All damage would be sent to Darksteel Colossus or another indestructible creature. Unless white can land Stony Silence, but I'm not sure this is possible since artifacts can win at instant speed.
That leaves decking (and based on the setup of the game I'd assume an invalid win condition), non damage based poison (not possible with white), or Test of Endurance, but this again has to be done with artifacts able to win at instant speed.
Also, if artifact goes first white can't get a turn (assuming it lived) because of Time Vault.
I don't see white's avenue to win, especially since artifacts has Vedalken Orrery and can do whatever it want's on white's turn once it casts All is Dust. The only real obstacle for artifacts was posted earlier, Grand Abolisher, and it's over once white loses it (and it will to an instant speed All is Dust).
You seem to forget that some artifacts like Memnarch are tied to a color. Readf the first poll of the Battle of the Colors.
Even still he has a point, Karn Liberated taking out the culprit Angel to prevent sacrificing combined with All is Dust clinches the victory for Colorless, especially once you consider Time Vault and Voltaic Key...

White wins....
it can play Angel's Grace, so it cannot lose on turn 1....
it can play Second Sunrise to undo the effects of All is Dust
everything is indestructible because of Avacyn Jeweled Spirit is in play, so is Admonition Angel, white can sacrifice all its lands (it must have to have mana to cast every spell, am I right?) and then play Faith's Reward to generate a gazzilion Landfall triggers and "Oblivion Ring" LOTS of permanents.

nothing of that can get around the mass oblivion ring combo with Admonition Angel and Jeweled Spirit....
white plays Faith's Reward in response to the first Voltaic Key activation, the landfall triggers get rid of everything...
if colorless tries to remove the graveyard in response, then white casts Second Sunrise in response to the tormod's crypt activation.
if everything else fails, white can still momentary blink, cloudshift, or some other flick effect into flickerwisp to get rid of time vault before it gets untapped for the first time. there also magus of the disk, which will destroy everything in the other side, and nothing on white side as Avacyn makes everything indestructible.

White VS Artifact!

Actually now that I think about it white probably wins because Stony Silence is a card.
Many thanks to ChibiSwan of The Ugly Swan for the great banner!
White has NO way around that, beyond wrathing and killing all of its' own creatures as well.
Artifacts win.
Also, Blightsteel Colossus plus Spellskite plus Prototype Portal... Make an infinite number of Spellskite tokens to draw removal away.
Seriously, with Stony Silence this seems awfully one sided.
Plus, Artifact isn't a color... Calling Shenanigans...

Stony Silence
Draft it on Cubetutor!
If white goes first, then Grand Abolisher is a thing and the artifacts can't use effects on our turn so stony silence drops.
Follow up by once again getting rid of AoJ and using Fanatical Devotion to enable the Karmic Guide Reveillark loop to sac and recur Inquisitor Exarch.
There's like a million ways artifact can go infinite on turn 1. None of these situations above will ever come up.

White takes this one easily.
Tormod's Crypt counters Second Sunrise with Relic of Progenitus as back-up. Between Karn and All is Dust, Stony Silence isn't a factor any more and artifacts gets to take extra turns via Time Vault to get around Angel's Grace
