**What is now known as The Back Quarter was once the government center of Epicrin, but as the city grew more and more obsessed with progress, they grew discontent with their "antiquated" facilities and abandoned it to build The Spire.
With the government out and the district now left the least visited of all Epicrin, The Back Quarter became the city's last priority for beautification and advancement, and since the city's attention span continued to shrink as its "vision" grew, by the time they would have gotten around to the Back Quarter, they had already moved on to a new project.
The Back Quarter became the slums of Epicrin, the least maintained and poorest district, constantly in the shadow, figuratively and literally, of The Spire and the city's other towering structures.
Luckily for the residents here, the Peacekeepers are responsible for the law in Epicrin, not the government, and they have not forgotten The Back Distrinct. Neither has the city military, who reside in the old city center. These two forces help keep the Back Quarter on the side of order.
However, their presence does not remove the many abandoned buildings and desperate people that fill the back Quarter, and it is still the heart of Epicrin's criminal element.**
