The third level of Epic Hall is reserved solely for the Lord of the city. The central feature of this floor is an office with an open balcony over Epic Square, allowing the Lord to address a gathered throng easily. The office is well decorated, with a large desk and chair, several couches and chairs for waiting advisors and dignitaries, and artwork displayed from various masters.
Adjoining is Palasis's private chamber, which is lavishly decorated, and a council chamber where he Lord can meet with multiple advisors on an even level.
Two guards flank the office door at all times; entry can only be gained if escorted in by one of the Lord's aides.

Late at night, Lord Palasis Delgrove of Epicus descended the staircase from his office, lost on thought. The day which would decide if he remained Lord for another decade was near. Word on the street was sketchy as to what the vote would be. The flickering light of a lit brazier spilled out of a doorway down the hall. That bedroom belonged to his son, Lancis. Up late reading, no doubt.
Palasis padded silently down the hall to the room. Lancis had more important things to attend to than reading of dragons and wizards hours after the sun set. He reached the door, pushed it ajar.
Palasis- "...GUARDS!"
The room was a disarrayed mess. Chairs overturned, chests flung open and their contents pillaged. The bed in which Lancis slept was skewed and its bedding torn asunder. There was no sign of Lancis, but the situation was clear.
Lancis Delgrove, son of the Lord, had been taken against his will.

Palasis- "Seal this city tight as a vice. Nobody passes through the Gare until my son is found."

Soon after the guards went back to their stations, Lord Palasis entered the room. He was clad in a flowing red robe that couldn't help but remind the thief of a bathrobe. He looked thoroughly shaken. Eventually his eyes fell on Dodger.
Palasis looks confused for a moment, trying to recall what Dodger is talking about. Then it comes to him and he nods, "Ah, right the runner. Yes, I can use you."
Lord Palasis looks over him for a moment before saying, "Hmm." He turns to his desk and takes out a parchment, writing a letter. He folds it up and seals it with his ring, then hands it to Dodger.
"Take this to the Constable. If you read it, you will be arrested."
