Time Seive combo got a lot from MBS. Tezz in this deck is a beating, your best card against every deck except Fae. Draws and protects itself better than Jace, and is a win condition. Ichor Wellspring is a simple utility card upgrade. Your two bad matchups are Fae and Mono Red. Thopter Foundry is really good against both of them.
If I wanted a 6 mana card that combos with Time seive, I'll run more Open The Vaults
But it creates a two-card infinite combo that doesn't need enough artifacts in the graveyard to continue to go off. I'd run it as a 1-2 of in a Time Sieve deck, personally. I'd also run cryptics; the fog is pretty relevant for this deck, fog + bounce can buy you a lot of time.
Also, the old Tezzeret is better for this deck than the new one. A dig, making a random 5/5, and draining aren't better than ramping, tutoring, and swinging with infi 5/5's..
Old Tezz is bad, was bad, and will always be bad in this deck. It costs 5 and doesn't prevent you from dying next turn.
New Tezzeret is good into every board position. When you are behind or losing the race it can make a huge board presence, when you are ahead or vs control it draws cards, and is a win condition when you go infi (just need 10 artifacts).
Costing 4 is also very important. At 4 it is your jace in the jace war, and gives you another nut draw of (border post, mox opal, 2 drop artifact, tezz, land, X, X) that makes a hasty 5/5 on turn 3.

Since when is a 5/5 a "huge" board presence? If you're behind, it's not going to help you very much to drop a crappy planeswalker and make a 5/5. Looking at the top 5 cards and possibly whiffing completely is better than tutoring for the exact card you need in a combo deck too, right?

Yeah.. in a deck that tries to take infinite turns, I can see how a 5/5 on turn 3 is going to be a nut draw. I'm sure your Naya opponent dropping a T2 Thoctar off the back of a Hierarch will be really impressed with your sick draw.
3 Time Sieve
3 Open the Vaults
4 Ichor Wellspring
4 Prophetic Prism
4 Howling Mine
4 Temple Bell

Sideboard probably involves more thopter foundries and various hate bears.

Yeah, okay, keep telling yourself that a Planeswalker with 3 relevant abilities sucks for the deck.
Lucky the deck can play fogs amirite?

also thopter assmbly is kind of conditional and the deck only struggles to get to the combo point (it doesnt need any help once combo is in motion
