The only natural law is Survival of the Fittest. The strong ones are the one with power and they can do whatever they want until someone stronger comes along.
Government is a construct of humanity as a form of coöperation and to settle disputes.
Depending on the type of government, a weaker person can only stand up to a stronger person because government empower the weaker person while restraining the stronger one.
Or, as George Carlin put it: " You have no rights, only temporary privileges"
Are we still in the early 20th century? Survival of the Fittest is not equal to Survival of the Strongest, that's one of the most common misconception about evolution there is (and a pet peeve of mine as an evolutionary biologist). It's also not the only "natural law" (whatever that is). Only social darwinists believe that. I have no idea about the rest of the debate, so I will not get into it too much, but there seem to be many misconceptions such as this flying around here. To be honest, "human rights" are most likely a construct (which is still not entirely proven or anything), which doesn't make them any less desireable (natural also doesn't equal good or more important, nature itself is uncaring and often extremely cruel from our point of view).
