It really depends on what's in your card pool, and what you're hoping to build. Sticking to an "I should take exactly X amount of creatures" mindset will just hold you back as a deck builder.
What's way more important than creature number is mana curve. You really have to make sure you have a good number of 1 drops, two drops, etc, and you have a mana base to support your choice of colors.

Ive done Decks with 20 Creatures and 16-17 lands with 3 spells basically
around this although I have less if I have good non creature picks
