Karakas, although worded target Legend, I believe it only deals with creatures. Why not all Legendary cards?
Do you think this will be too powerful? I don't think so, it already removes the Iona's and such, but right now I can only think of Jitte being removed.
That would represent a functional change. As originally worded, Karakas could only target creatures with the type Legend, which we now know as legendary creatures. Functional errata doesn't tend to happen these days.
In my opinion, Karaks is fine as it stands. If it were to be able to target non-creature legendary cards, then the question would come to rise "Are legends even worth running anymore" because the only legends that could realistically get past Karakas would be the ones with "Shroud" or "Protection from Lands" or some such mechanic to make them proof against Karakas's meddling.
My friends and I used to play with it open to any legendary permanent, it proved way too broken. The most common broken combo was to tap Tolarian Academy for a ton of mana, bounce it with Karakas, then play it and tap it again. And that is just one example of how it can break the game.
Ok I don't think it's too broken... man wish I had a karakas... I wonder if it will get reprinted... although I highly doubt that.
It's not reserved. They could easily get it into a FTV or promo some time. Heck it could show up in one of the new Commander decks.

It should be 'legendary permanent', imo. Just for consistency's sake. Seems pretty arbitrary of them not to update this. What is Karakas's role in the Arabian Nights mythos? Perhaps justification can be found there..
I'm disappointed (if not entirely surprised) to hear it's banned there. I was considering it for my next deck.

its not arbitrary. The original wording of Karakas is:
T: Return target Legend to owner's hand; enchantments on target legend are destroyed.
Where the term Legend originally back in the days when Karakas first was printed referred specifically to what are now referred to solely as Legendary Creatures. So by not updating it to refer to Legendary Permanents they are in fact retaining the original intent of the card.
Notice that Karakas itself is not referred to in its type line as a legend, but instead as a Legendary Land. looking at Adun Oakenshield for example from the same set, you can see that his original type-line was Summon Legend which is the type of card that Karakas itself specifically targeted.

During the time of Karakas printing printing "Legend" and "legendary land" were not the same thing, even if both obeyed the legend rule.
To illustrate the differecnce, nicol bolas today is an elder dragon. That means he's creature type ELDER and creature type DRAGON, and everything that affects elders and dragons affects nicol bolas. However, this was not the case when legends was printed. Nicol Bolas was originally an "elder dragon", both words constituting a single noun. Thus, had engineered plague been printed during that time and you named "dragon", he wouldn't be affected because he's an "elder dragon" rather than a "dragon".
And so, Karakas could bounce "legends", but not "legendary lands". The current wording reflects that original functionality.
