This guy strikes me as having the same power level as Garruk. In fact, this strikes me as a blue version of Garruk, so I'm 100% confident it will see play in standard. Let's compare them:
1st ability: Untapping two artifacts is most likely much more useful than untapping two lands, which already proved very useful.
2nd ability: Both abilities drop things into play untapped. A 3/3 beast can defend the planeswalker or be a win condition, and "an artifact" can do either of those or a whole lot more. The ability for Tezzeret can be a bit more costly unfortunately, but it can also tutor up things like Ornithopter, Moxes, or Lotus Bloom for free (Or engineered explosives if your opponent has a ton of tokens).
3rd ability: Both abilities are designed to give you one giant attack phase and hopefully win you the game that turn. Most importantly, both abilities can be used the turn after you play the planeswalker. The fact that you could Overrun the turn after you played Garruk (thusly making all 3 of his abilities relevent), is what made Garruk so great, and it will do the same for Tezzeret.
So my personally thoughts? This guy is really going to be Garruk's equal in standard, but I think his influence will extend beyond standard. Affinity is obviously going to be a huge deck for extended post rotation, and as bizarre as it seems, I think this guy can fit in the deck. The format in general should slow down a bit thanks to rotation, and affinity can drop this guy on turn 4 with a Springleaf Drum (or in a god hand, on turn 3 thanks to 2 Springleaf Drums). He can then untap a couple of your guys that attacked that turn (or were tapped with the drum) to defend himself, and next turn your lands become 5/5 creatures, your thopters become 5/5 creatures, your Ravagers become 5/5 creatures with a bunch of +1/+1 counters on them, etc. It could also see play in some sort of crazy Red/Blue control deck that drops Tezzeret into play, next turn casts Obliterate or something, then just starts tutoring artifact lands into play, as well as being able to untap them like Garruk to ramp you up to other stuff fast. That's probably far too slow a deck to be competitive, but this is about 30 seconds of thought. I'm sure given time I could find more uses for him.
As for eternal formats, this guy is just too slow.

I agree with most of what you said, but I am not sure he will have as much an impact in standard as he will in older formats. That is just based on our artifact quality so far, as we havent seen all of esper yet.
I suppose I was neglecting to think about the upcoming removal of the power level errata on Time Vault, but there are much more efficient ways (the somewhat recently unrestricted Voltaic Key) to get your infinite turns.

I suppose I was neglecting to think about the upcoming removal of the power level errata on Time Vault, but there are much more efficient ways (the somewhat recently unrestricted Voltaic Key) to get your infinite turns.
This guys is pretty much what they wanted Urza to be like (if he was made into a Planeswalker card). A full powerhouse of Artifact control.
I would love to see this guy in legacy but no planewalker has successfully made it to 1.5. Other than that I see it failing the same reason Affinity can't hold up, artifact based decks are easily hosed post board (shattering spree).
Possibly this guy could make it to vintage if he does combo with the new errata on time vault.
I assume Vault will be banned in legacy if the errata allows you to untap it with twiddle effects.
No options for Block? If he can make it in Standard, he can probably make it in Block. It's not like we have an amazing arsenal of artifacts at our disposal in T2.
If he is playable in Standard, it will be because of the artifacts that accompany him in Alara; making him playable in Block.

Lawl. Block doesn't have the Mana-Excel to drop him on 3rd turn. With this new set I hope some good Artifact mana fxier's come out.
With all the heavy mana triple colour spells, there will definitely be mana fixing in the new set.

Yeah it's WAY too early to even speculate about block or standard. Providing we have mana fixers like signets around though, he'll be very popular as you can essentially cast him 3rd turn depending on how powerful and cheaply costed they are.

I could maybe see this as a 3-of in a slaver ruins deck or else something totally different, but I'm sure it will make a huge splash in the eternal formats.

he would probably do better in block than standard, since standard has alot of aggro decks, like kithkin and RDW, and of course faeries, which could be bad news for even early planeswalkers

Well, I'm guessing you mean tutoring free Lotus Bloom/Gilded Lotus into play, right? For once, I think Black Lotus isn't going to help it much on its own being that it's restricted.

Because tutoring for land without cost is bad and all... Lilliana Vess saw tournament play, and he's far better for the same cost. Having a top tier deck already made is a poor excuse, as this game is all about finding super secret tech and exploiting it. Heck, how many amazing decks were created because a new card made an OLD unused card good?

Playing with NFC cards should earn a lifetime ban.

I have a very hard time believing that this card will be good in vintage. What exactly are you planning on tutoring out? And it costs 5 mana. For this much you could just cast future sight and win, but that’s not even close to being fast enough.
Tutoring out baubles that cost X... Wouldn't that be plain 0? Tezzeret puts it into play right? I'm not too sure about Eternal formats, but for sure, it might make a splash in Tron for Extended, untapping Signets, and tutoring for bauble singletons such as Crypt and Needle, besides relying on the Gifts engine.
In what universe? If you build a deck like that, and ever draw that hand, I will personally come to wherever you live, perform complicated acts of awestruck *********, then disembowel myself to escape the world that allowed something like to to occur and validate you.
Speaking from a casual point of view, this guy is awesome, but he could see competitive play too, and I think Legacy might be able to use him, especially the Painter's Servant + Grindstone combo. He's an enabler, and in a heavily control oriented deck (which is almost every blue deck I've ever known), you could stall long enough to drop him (yes, 5cc is pretty high) and launch out a key component next turn (as long as that component has a cc of 4 or less, preferably 3 or less so her survives), and all those 0 cost artifacts become freebies. I don't think he's a "build around me" card, but as a 2-of he could be an additional enabler for artifact decks.

I think this guy will be sick with artifact lands. Get a bunch of them into play, Wrath, animate, attack, GG. He usually costs 5 with rebate of 2, which leaves you with mana for counters. You should use artifacts to accel mana anyway, so this guy could come out on turn 3 or 4 and gives you back some of that mana you just used to play him. I'm talking about Sol Ring and Signets and monoliths, depending on the format.
Another wild idea is untapping Sol Ring and Stick. You only do this once a turn, but it could be fun. Say you imprint Glimpse the Unthinkable and you can mill 20 cards a turn, or Heroes' Reunion and gain 14 life a turn, etc. okay spikes can try Fire/Ice, etc.
Of the given choices, I Voted: extendend and eternall formats only. Should include casual constructed as well.
I think this guy will see at least some play in anything that has accesss to mirroden block cards and/or urza block and beta//unlimited cards. He has the most sinergy with artifact lands and things like time vault, grim monolith and goblin charbelcher. I also see him seeing tons of casual play, becuase he can find dudes like masticore, ansewers like Nevinyrral's Disk, and utility cards like sword of fire and ice.
However; his utility in standard is directly proportionant to the amount of playable artifacts in shards of alara witch are anybody's guess.
