Hello MTG veterans, it's my 1st post so I'm excited to be here!
I'd like to ask you for advice as a beginner player on my first deck (in 15 years!). My friends dusted off their old 7-8th Ed era decks and started to play again for fun. I'd like to join, but I sold all the cards way back. Would love to come up with a fun deck:
- on a dirt cheap budget ($20-30) because who knows if it's gonna last,
- blue control, instant/cantrip/permission heavy deck,
- opposing decks are cheap as well afaik, old slivers, big green beasts, some white soldiers and artifact (Mirrodin era) mechanics,
- preferably built with current Standard pieces (easier to buy I guess, and price) but Modern cards are good too, if I can get them
I've seen some great Strixhaven U/R cards recently, with treasure tokens, magecraft etc. Splashing to Red/Black is fine with me. I just prefer pure spells over creatures, but I guess I can't be picky with cheap deck.
Can you please direct me, where to get ideas for this deck, what mechanics work best with common cards? Any insight is precious as I'm a newbie really.
For a good control deck, I think you need to find a solid win condition and some good wraths to control the board.
I like Whelming Wave as a way to bounce everything for cheap (4 mana and price wise). Comet Storm could be a nice win condition if you are able to generate a lot of mana.
To make that mana, Storm-Kiln Artist seems like it would be good for a spell based deck. Mana Geyser is also a solid ritual effect.
Then you play some cards that let you chain through your deck like Expressive Iteration, Curate and some more interaction like counter magic. A few big draw spells would probably be good too for the mid-late game.
I am really rusty with these types of decks so this might not be the best advice, but no one has responded yet so hopefully this is better than nothing!
The power creep thats happened between 7ed and now has been huge. There are a heap of cards that do 2 or 3 things on a single card. You could probably get a Throne of Eldrane deck and just upgrade some of the weaker cards.
Prid3 did a heap of multiplayer primers for the different colours on this site. They are still relevant but be wary of the price spikes. EDH has made older cards unobtainable.
You could write an essay on the changes that have happened in magic since you've been away. I'd just buy a pre made deck and run with it. They are made for single duels (not multiplayer) but if yo throw a bit more top end in the deck and take out some of the weaker drops it should hold up to the older decks.

Just found a blue/white challenger deck on Star City games. This could be strong enough for old school multiplayer. Upgrade the counters with counterspells and add other old gold like Swords to plowshares or Wrath of god if you have them.
