I thought about exactly the same thing when I saw this card. Seems insane with proliferate. Best part is, it says once EACH turn. It can be run with tons of countermagic and you can protect it while tapped out. If no one tries to destroy it, just cast a Thirst for Knowledge or something every end step. Spell Burst suddenly becomes a Jace, Unraveler of Secrets emblem once you get enough Proliferate on. I expect this card to have pretty huge casual appeal.
EDIT: Okay, Spell burst doesn't actually work that way. Everything else is still true though. Forbid is probably pretty good in its place if you play a ton of draw.
As foretold looks like a decent option - I really like the bit that says, "Once EACH turn..."
You could jam your deck full of flash/instants and just spew your hand out once foretold gets rolling. Tezzeret's Gambit is a draw option that fits, but since we're talking once each turn, I reckon your draw options would prefer to be of the oppressive variety.
Rags looks decent. I like the design idea behind these dual cards, I hope they make a LOT more of them.

An early removal spell that doubles as a MP finisher I can cast from the grave, seems good to me for a lot of MP decks running red/black, even if it's not a full-blown exsanguinate. Bearing in mind how these work with Dualcaster Mage
I love the fact we're getting some more dual lands like Fetid Pools - they're not perfect, but more duals with land-names on them is always good.

Cut is likely the single best multiplayer Rakdos spell ever printed and if it's not then it's just barely behind Sire of Insanity. This is going to be a staple going forward.

I've been doing some playtesting/theorycrafting with the card Cut and I don't think that it's fair to call it one of the best Rakdos spells ever printed. It's THE best Rakdos spell ever printed and I'm relatively certain that it's going to be (one of) the most impactful multiplayer spell in the entire set. Not only is it going to make existing decks significantly more powerful but it's also going to spark new ones that can take advantage of the fact that your win condition is still active from the graveyard. It's literally going to be Exsanguinate levels of good and I'm probably going to buy ~20 of them to play around with. From Crypt of Agadeem to Songs of the Damned to Faithless Looting to Waste Not to Daretti, Scrap Savant to Mindslicer to Mana Geyser to Sire of Insanity there's countless ways to abuse the fact that your win condition still works from the graveyard and I'm not going to stop until I find every possible way to break this card in two until I can get everyone on these forums to get in banned in their own personal meta. I will consider it a complete and utter failure on my part if I can't get people to say "sorry Pride I'd love to try that deck out but Cut got banned after I tried playing it in that other deck that you posted."

Life // Death is a fun interaction with Throne of the God-Pharaoh, although I'd be super afraid of running into a Kozilek's Return type effect and losing all my lands. I'd definitely consider something more along the lines of Natural Affinity so if my lands go down, my opponents lands are comin with me, lol.
With no help it is quite slow. Even a Thrummingbird can't actually proliferate it until it's been around for a turn so you'd better be doing something powerful with all that setup time.
I think it will be dramatically stronger if it's accelerated out on turn 2 which would require either high-powered artifacts (Chrome Mox, Mox Diamond, Mox Opal, Sol Ring) or the color green (Wild Growth, Utopia Sprawl, any mana elf). Prid3's suggestion of Timecrafting does seems like a pretty sweet alternative for getting to the powerful part ahead of schedule.
As for using the thing, the costless suspend cards are certainly great. Ancestral Vision is a shoe-in but Restore Balance could work nicely as well if you're already playing a deck based heavily on artifacts and enchantments. It's probably possible to use As Foretold in a workable Wheel of Fate or Living End deck too.
Overall the effect is undeniably powerful but requires significant setup and deck construction requirements, and all your synergy can be shut down with a simple disenchant effect, and too much narrow deck building can really hurt if you just don't draw the thing. I'd expect occasional flashes of dominance with a fair bit of frustration in between in trying to break this one.
This card was just revealed, and it seems insane in a Thrummingbird deck (or any deck for that matter).

The other way to really break the effect is free-casting instants on each opponent's turn. You can brute-force this with draw engines like Rhystic Study or Mystic Remora with a high concentration of instants. You can play a critical mass of instants which draw cards themselves and permanents to get value from it like Gutternsipe or Young Pyromancer. You can grind out value with recastable cards like Life from the Loam and Forbid. You can also give non-instants flash with Leyline of Anticipation, Prophet of Kruphix, Shimmer Myr, Vedalken Orrery, or Yeva, Nature's Herald. Alchemist's Refuge and Winding Canyons can help too.
