Vampire Envoy is far too weak and should be cut. Your other eight 3 drops are more than enough.
Fleetwheel Cruiser doesn't scale well in multiplayer given its lack of toughness and this deck doesn't need that many 4 drops. Focus on durable threats that can make profitable attacks well into the midgame.
Bolt doesn't have enough mid-to-lategame oomph to justify fielding as your only removal spell. Clearly Terminate would be an ideal replacement but if budget is a concern I'd still rather have any Doom Blade variant. Bolt is just so bad in multiplayer given that players will likely have creatures "that matter" and Bolt kills such a small % of them.
28 mana sources seems like a lot given that this deck stops its curve at 5. I couldn't imagine needing more than 25 given the 4x Pain Seer, 4x Merfolk Looter, the free multiplayer mulligan, the fact that you always draw for your first turn, etc. Hell, even 24 would probably suffice.
My group is heavy black aligned so soon blade usually misses but even Murder could be better and I have a bit of those and I have quite a few dismembers hanging around somewhere. Thanks for the advice!
Trying out some suggestions. I'm still not sure about the mana situation but hopefully I've got enough looting and fixing to make this four color shenanigans work. Thanks for the suggestions!
I really want to fit in Night Market Lookout but I'm not sure what should go. Any suggestions? Is he even worth it since I'll only be gaining 1 life per untap? I tend to think so but you all may disagree. I really think the combo of Daring Thief and Felhide Spiritbinder is too good to pass up so I want to keep that in there and Macar seems really good too. Is the green splash worth it for Prophet of Kruphix? I'd love to hear all of your opinions.
