I don't know if swapping Saffi for Lazav is going to stick, but he's such a unique card that I don't really have a place for elsewhere that I'm going to try anyways. As for Scarab God, I love his active, but I think Yennett is better for the deck as a whole.
I really wanted Lazav to work, but this isn't the right deck for it. Yuriko, on the other hand has been a great source of early draw. While this deck has no way to trigger it super often, it does have a higher curve, so even a couple of swings is generally a nice amount of pressure. Also, she's pretty.
Hey, nice to see a decklist like this posted. Ive tried my hand at legendary tribal before, and it fell flat mostly because the core elements of an edh deck were not there. So I noticed Tooth n Nail, and not much ramp because you are primarily using Jodah's ability, which does not let you entwine it.
What about See the Unwritten ?? The deck has high creature count. Cost less.
What about more cheap creature tutors too help so you can get your key players out, like Reki, Johira and Sisay.
Also, The Mimeoplasm for dead legends.
I'm not 100% sure Vannifar will stick around, but Gateway was a weaker slot and I wanted to play around with a legendary birthing pod effect to see how that would run.
I'm just stopping by for the Yuri on Ice theme song reference in the title, tbh.
But to keep it on topic, have you tried Zacama, Primal Calamity? I like it's utility in my list
I couldn't not make a Yuri on Ice reference. The biggest reason I'm probably not running Zacama, is just due to how high the CMC in this deck is on average. It's really hard to narrow down that end of my list because there are sooooo many high cost legends I adore.

So my primary reasoning for Tooth and Nail is actually kind of the opposite. I'm running it as a way to pump out multiple cards if I'm having trouble keeping Jodah in play. It's something that might phase out as it gets harder to narrow down new legends, but mostly I'm hard casting it to get two legends out pretty quickly (especially if I can entwine it for the tutor!).
See the Unwritten is one I actually hadn't considered! I was planning on finding a way to squeeze in Selvala's Stampede which is similar, but I may look in to using both depending on how I end up using Niv Mizzet, Reborn, as that will be a deciding factor in how many slots I need to force open (two or three). Tooth and Nail is, of course, potentially on the table for that but first cut will likely be Jhoira's Familiar.
The Mimeoplasm is also one I'll have to think on. I"m mostly worried he'll bite the dust super fast, but he definitely could be cute if he gets to stick around.
