Step 3: Cast a ton of instants and sorceries, putting counters on lands.
Step 4: Wreck face.
Here are the functions of some of the cards: Sun Titan can be used later in the game in the same way as Crucible of Worlds, should any of your lands be killed. You can bring them back from the graveyard. Talrand, Sky Summoner gives you some non-land creatures with which you can attack in. Due to the big number of instants and sorceries in this deck, Talrand is a must-include.
Several of the instants and sorceries can be used to protect your stuff. Things like Dispel and Counterspell can be used to counter anything that might leave you landless (We're most afraid of Armageddon in this deck).
Use Isochron Scepter on one of those instants or sorceries if you can. Get the card with Enlightened Tutor, then play it while exiling something great. Your best friend in this case would probably be Hindering Light. Equinox is another great land-saver. Note that this doesn't protect against spells that exile, only spells that destroy. Wrath of God and Armageddon are useless against this guy. If Equinox decides to stay buried in your deck, you have Terra Eternal as an excellent alternate, and Sacred Ground as an okay third string backup.
Remember that the Awaken mechanic (on Planar Outburst and a couple others) can be stacked on a land that has already been previously awakened, as can Noyan Dar, Roil Shaper's mechanic. We can make some pretty big lands, and right after all those counters are on the land, we can animate the land further on certain lands such as Celestial Colonnade in order to give them a little booster.

This deck has a basic function. This is about as aggro as you can get with a UW deck (Ojutai/Azorius).
Step 1: You get enough land out, with your basic land drops, with Land Tax, and with Weathered Wayfarer.
Step 2: Cast Noyan Dar, Roil Shaper from the Command Zone.
Step 3: Cast a ton of instants and sorceries, putting counters on lands.
Step 4: Wreck face.

I've been thinking about adding Tamiyo, the Moon Sage but I'm still unsure.
I'd build it the same way, just with some Draw-7's (Time Spiral, Day's Undoing).
Other cards you might consider, Trinket Mage + Sensei's Divining Top, Magus of the Future/Future Sight. And if you set aside some of the weaker cards, you could add even more cantrips.
