First post, hope this is in the correct place. I am in the process of making and converting my decks to the Tier 1/1.5 range and am currently building Zur. I am using this list as a base and am trying to cut the bad / 'meh' cards out of it. I don't know what to add yet but as of right now, the cuts are:
1.) Strionic Resonator: this simply does not need to be here.
2.) Timetwister
3.) Tezzeret the Seeker: Too slow.
4.) Jace, the Mind Sculptor: Too slow.
5.) Snapcaster Mage: Too slow in this deck / sits in hand.
6.) Mana Leak
7.) Isochron Scepter: 'Cute' at best.
8.) Disallow: Just no.
Just so you know, the Voltron version of Zur isn't considered a high tier deck by most players. Competitive Zur lists win suddenly instead of gradually which allows your opponents an opportunity to get back into the game. The list you linked to is fairly optimized for what it is. As for replacements you may want to consider Thought Vessel and Spellbook if you really want to abuse Necropotence or Pongify and Rapid Hybridization if you want additional creature removal.
Skuloth's list (combo) and my list (control/combo) are the two most competitive Zur decklists I've seen online. Check them out.

I personally would test using Toxic Deluge over Winds of Wrath. Zurs 4 toughness combined with an Empyrial Armor probably going to get you over the threshold to kill most creatures and still remain in play. The difference of 3 to 5 mana in a deck that wants to hold up mana for counterspells matters.
I've been impressed with Disdainful Stroke as an addition to counterspell suite for splash blue decks.
I'd personally play one of the removal enchantments over Vindicate for obvious reasons that its another tool for Zur. So Oblivion Ring and/or Banishing Light.
Make sure you remove Seat of the Synod, would have been in there for Tezzeret the Seeker.
I'd also look at Stoneforge Mystic. Lightning Greaves just feels so good with Zur.
I like both of those lists. However, the only problem I am having is that there is a rule in the league which states no infinite combos. I think it's absurd but oh well.
Two of the decks that I have are Jeleva Storm and Leovold Wheels/Doomsday so adding another Doomsday deck to the pile that essentially plays the same way was something that I was trying to avoid.
