I know I just couldnt hold off from making him. I am a super sucker for big flashy haste commanders and one that gives me 2 cascade triggers on cast... OMG I NEED ONE. So I decided it was time to dummy up a list and proxy it out for some testing.
I am already on my second draft of Maelstrom but I do like the current setup. This time I am going token based with polymorph tactics using Warp World as a great finisher. I liked the support for the polymorph effects with topdeck manipulation as I can figure out when to make some decently big plays off of using the poly to turn a token into a bomb.
Emmara is like the worst parts of Legends and Homelands got pregnant, aborted the fetus, tossed it in the trashcan, set it on fire and wrapped the corpse in a Dragon's Maze pack wrapper.
Well.... it is really odd to see a commander option that gives immediate card advantage like this and the fact that he is a mass haste outlet... well damn I mean that is bad ass.
I cant guarantee that I will stick to him or anything but he encompasses a lot of things I like seeing in a commander. His mana cost is a bit high but this is multi-player and as long as you build with it in mind I think it will probably be fine.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
I'm not convinced I love Maelstrom Wanderer as a commander... but I think he'd be an "auto-include" in an Animar deck, since you could potentially play him for RUG (rather than 5UGR), then Unsummon him, and do it all over again. Besides, he'd be a wicked Tooth and Nail target... and just imagine Genesis Wave (for 8+) into him! (Cascade only triggers on casting)
*edit*
Or better yet, put him in a Horde of Notions deck and play him from the graveyard for WUBRG (via Channel the Suns, Crystal Quarry, Kaleidostone, etc). Make it a Fist of Suns "big stuff" deck, fill it with spells that cost 6+ (Eldrazi, Ultimatums, Collosi, and some big elementals), and go to town!
I love the card, but I hate the flavour. Maelstrom Wanderer doesn't seem like a very legendary name to me. Aren't all legendary creatures supposed to have formal names?
I sort of feel like I owe it to myself to proxy and test him before I determine if he is just a good add for other decks or if he can make a good commander.
He does encompass a lot of things I really like to see in a commander though so I figure I owe it to myself to try him.

I have to agree with you... he really does not feel legendary at all. A very solid set of abilities though, and I have been looking for something similar for abilities for some time.

I've seen somewhere in this site a built that has Maelstrom Wanderer as general, then the rest of the 99 includes Kiki-jiki and Deceiver exarch + 97 lands. I know It'll work, until the other guys know about your combo and they hate out on you

LOL that is funny. Right up until someone saves a spot kill for kiki-jiki... then it sucks. I would rather have a decent game then roll on a specific hope tactic like that. Plus what do you do if you draw Kiki... that would be a pain in the ass.

This rush to be the first posting a decklist, there is even another poster with a 'primer' for a general that was only revealed yesterday. A lot of thought must've gone into that in one day.
Regardless, this kind of deck seems like would make good use of bounce effects to recast general, like Crystal Shard, Erratic Portal or Cloudstone Curio.
I also play Weiss Schwarz, Chaos, Vanguard and Wixoss.

I am not trying to do a primer or anything and to be honest attaching primer is not something I would do to a card that was spoiled less than 24 hours ago...
I did put a bit of thought into this list. I want the commander to be strong but honestly I dont really intend to devote slots to bouncing him. Having him in play to give mass haste is still a positive position as he can give haste to big bombs. Instead of bouncing him arround I figure I will just use him as a value generating engine and then move on.
As for more ramp... I agree I would like to include more of it. I just need to figure out what the weak points are and remove them for more ramping. I might also want another tutor or two... Chord of Calling is sort of a shame if I cascade into it but I like it otherwise. Summoner's Pact is also another decent option. I might not like it entirely but it does work with cascade.

Ahhh good call... I think I will swap it in for Bloodbraid Elf. As much as I like the synergy with the fact that the commander also has Cascade I just dont find a 3/2 haste creature that useful in EDH.
EDIT:Sylvan Tutor might be worth consideration as well... Perhaps I should make a wishlist and dump some things there for now...

this is simply jhoira deck with green ramp. Im gona have more fun with it in my animar
There actually is a lot of synergy with the commander in here in the form of topdeck manipulation if you look. I have Divining Top, Sylvan Library, Scroll Rack, Brainstorm, Preordain, Future Sight, and Lurking Predators that all manipulate how things are coming off the topdeck and interact with the commander. So while it might look at first glance to have no synergy and just be a goodstuff list these cards all do empower the commander.
On top of that you look at things such as the tutors. The top of deck tutors specifically play into the commander allowing me to set up what executes with my commander. While these arent bad cards in other decks there are specific strategies implimented with them in here.
I would say this is far from a Jhoira + green deck. Sure it has some splashy cool things that go down however I am not devoting myself nearly as much to full on big spell support nor as much mass LD as a Jhoira deck would do.
I am glad you will enjoy the Wanderer in your Animar list however I dont much care for Animar as a commander but I do like the idea of value generation off of casting my commander and mass haste on my commander is also very nice. It allows me to stabalize after a wrath simply by casting my commander and getting some free stuff off of him. These are aspects that I like about him.
As I said on other topic, maybe Scroll Rack and Soothsaying will help arrange top of library.
The Rack is already in the list. As for Soothsaying... I considered it but I would likely run Mirri's Guile before it just due to ease of use and not costing me mana to look. I am going to go with 3 options + trinket mage to tutor for the top for now. If I feel I need more beyond that I will look into it.

If this commander becomes very popular, Nix will be the new staple counter. You heard it here first.
Cream of the Crop might also be good as library manipulation. I don't really like it usually, but I can imagine it doing good things here.
Manaplasm might also be really funny with the wanderer. I mean, best case it gets +22/+22 until end of turn. That's some awesome fun.
Erayo might also be awesomely easy to flip here.
Hummmm Cream of the Crop could be amazing especially in the creature based versions. It would allow us to stack up the second cascade quite nicely. I will see what I can do about it. I will put it on the wishlist at the moment as I dont have time right at the moment to toy with it.
Manaplasm it is cute but mehhh no evasion sort of makes it dull in my mind. Also I like some sort of utility or CA beyond vanilla beater for my EDH creatures.
Erayo.... now that is an interesting thought... I will put it on the wishlist and look it over more later. I can see that hitting 3 casts in a turn when casting our commander is doable but I dont know if we could drop and flip Erayo fast enough to make it really reliable. I will think about it though.
We obviously disagree around how it should look like. I think green should be here mostly about mana ramp, and likely soon after ramping toying around with Divining Top, Scroll Rack, Brainstorm, Soothsaying etc, short after that ending game by playing general. Playing general should be considered as well prepared ending of game with counterspells- spells that protect spells which jhoira plays- jokulahops, decree of anihilation, obliterate, devastation, followed by eldrazi and spells like eternal dominion.. Simple, effective, boring
Dont forget that Jhoira brings a ****load of hate with her and is actually somewhat easily stopped by something as small as Teferi the entire deck rolls over as none of the suspends get to resolve. I actually have in the past run a Teferi deck and another guy in my meta runs him as well. Jhoira brings down the hate like nobody's business. A big upside of this commander is that he triggers things upon being cast so even if he is countered he still throws out some spells. It is possible to try to make him maximum combo with tons of counterspell backup but I dont find that fun or enjoyable. So while I am willing to run some combo I am not going to try to turn the list into every game ends in the same tutor combo out type win. If that is what I wanted I would just build a U/B/X combo commander and call it a day. If you dont like him as a commander that is fine. You really don't have to build him believe it or not.
I dont know about everyone jumping on the bandwagon. I mean... he is cool and all but we are still looking at an 8 mana commander that still can be quite chaotic.
That being said with good library manipulation I think he will turn out to be a great commander for myself. I have never been one to be squeemish of high mana commanders as I have run Karrthus and Thraximundar in the past.
I will keep raking my list over for things to add to it.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Ok a few changes. I haven't yet gotten a game going with this guy due to the holiday weekend but I hope to play him some this Tuesday. A few changes I was making as I was proxying the list up are as follows:
ADDS: Magus of the Future right in line with the other topdeck manipulators I love that I can cheat free cards off my library using this guy. I am still a bit worried about the UUU in his cost but he fits the overall idea of the deck so nicely that I think he will be a good add.
Momir Vig, Simic Visionary Essentially if you get him in play and cast the commander it is just outright win. It would be easy to assemble Avenger of Zendikar + Primeval Titan with Vig in play on the cascades. He just works perfectly for the creature tutoring aspects for this commander.
Thran Dynamo It taps for 3 mana which is huge for this deck. It really accelerates our commander hugely. This deck needs big mana and fast.
Mirri's Guile This deck is all about the topdeck manipulation effects and I sort of am afraid that once people catch onto this that our manipulation effects will become quite targeted. Adding another effect seems worthwhile to increase the chance of drawing one of them. I might also need to consider some sort of Fabricate or Tezzeret the Seeker effect to increase the chance of drawing the top / scroll rack.
Greater Good We have a lot of somewhat big creatures in this deck including our commander which having the ability to sac and draw a ton of cards is quite nice.
Incendiary Command I love the versatility of the card as well as its ability to psudo token wrath / strip mine / or cycle my hand off if need be.
Time Warp for this deck the best way to do extra attack phases is to take an extra turn. I could see casting our commander and chaining into an extra turn being totally amazing.
Blatant Thievery This is sort of like a wrath effect but it rewards me and punishes opponents. I love that this can be cascaded into off of the commander which is great. Worst case I go up a few land / mana stones and my opponents all go down some mana.
POTENTIAL CUTS: Pestermite I am not going to lie kiki + pestermite is a really lame wincon. It is currently in consideration to be cut.
Yavimaya Dryad My least favorite of the land fetch dudes and I honestly want some larger ramp options and the fact that I have to pay GG1 for a single land feels a bit weak.
Venser, Shaper Savant I am usually not impressed by simply bouncing a threat back to hand unfortunately. It is an option to keep
Preordain In this deck Preordain is vastly inferior to having a consistant topdeck manipulator and or Brainstorm. While I like it all in all I would rather run another topdeck manipulator such as Mirri's Guile in its place.
Evacuation I would rather have a wrath to be honest here... While the thought of bouncing our commander with this sounds like fun I don't really like revisiting all of the threats that were giving me problems. I might move this to a wrath option.
Destructive Force It kills our commander and to be honest usually going from 4 damage on Wildfire to 5 damage here usually doesnt matter but it does hurt our deck so I dont like it as much. I also need to take the average costs down a bit and I think pulling this is a good idea. I dont want to go all mass LD happy and while I will run some of it I dont want to just run it.
Recurring Insight This one comes down to cutting the mana curve a bit. I like the idea of including Magus of the Future instead of this which has more synergy with the deck.
So.... that is sort of where I am sitting currently. I need to move some stuff yet and I have a ton of ideas I will try to add to the wishlist for more ideas to consider... I need to find one more cut to pull from the list as well.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Ok... I had an interesting thought for this deck and did a lot of changes to sort of go that path.
So I really like the idea behind the topdeck manipulation first and formeost so I kept all of that and added to it sort of a polymorph style support for it. My thoughts on the matter is that Polymorph is sort of an interesting style of theme for a deck and a deck that control's its topdeck is perfect for this style of implimentation so with that in mind I actually adjusted a lot of the list to take advantage of a token strategy with a lot of Polymorph, Proteus Staff [I know Drama... just leave it be lol], Mass Polymorph, Warp World effects in mind.
Along with the polymorph effects a lot of my deck has been adjusted to fit some token support into it. I might need to re-evaluate some of the token producers as well and figure out what ones will make the list. Input is appreciated. I felt that this was a fun new way to take this list that sort of fed off of the already current topdeck manipulation theme. Nothing like using a staff on a token to pull a big fatty into play.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Ok so I thought for some time on my token deck version of this list and I decided against it for a few reasons:
Mass Polymorph: This card requires me to exile all of my creatures and then polymorph into new creatures. Well unfortunately my only current mass haste option was my commander. If I polymorph him away then I loose that. If I use it while he isnt in play I probably don't have the mana to do both in the same turn. This means I wont have haste for this and I cant loop back to the same creatures as I exile and run through the creatures left in the deck. Long story short as cute as it would be it isnt worth building around.
Warp World: As cool as this card really is it requires me to build arround it in this deck and that isnt really something worth doing in my mind. I dont have the haste outlets and I dont have the big finisher pump effects in here. I also have a decent amount of spells in here for this to whiff on. This is a good card for decks already built arround the token / mass buff / mass haste but this isnt the deck for it.
So after considering those two which were the primary reasons for me to consider it I decided to go away from using a token strategy in this deck. I tried backpedling as best as I could to the previous version but some of it was off the top of my head to go back. A few notable changes as I was going back to the old version:
Jokulhaups -> Destructive Force Mass LD is really frowned on in my area and this will actually make some people a bit less grumpy with me when I just do 5 dmg and 5 lands rather than blowing them all out. I will have to play with this a bit as I dont like the fact that it leaves things behind namely anything that is titan + powered. I will see if I have a problem with this though.
Adding Life from the Loam to my wishlist. I like that I can recur lands and strip my topdeck when I want to using it.
Adding Tezzeret the Seeker to the wishlist. I like how he can retrieve a lot of different utility or ramp. This deck really does need its SDT and or Scroll Rack possibly both... And it lives off of ramp which I can retrieve Sol Ring or Mana Vault and he can untap them... Man the more I talk about him the more I want him in here...

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Ok I managed to get 2 games in this Tuesday with this deck and it sort of showed me a lot of areas I need to work on. I probably should have written this report up a bit sooner so I could remember all the details but whatever:
GAME 1:
Opening hand is sort of meh but I have Scroll Rack and a fetchland so I know I can ditch my hand for a bunch of cards without the partial mulligan so I roll with it. Turn 2 I drop the Scroll Rack, Turn 3 I roll my whole hand arround with the scroll rack.
Somehow I am just totally sucking at drawing ramp and the game goes slowly for me. I sort of just lollygag my way arround the game until I have enough mana to set up my first casting of my commander which I tutored to be a Tooth and Nail with the mana to entwine it... man it takes a lot of effort to do this with only Scroll Rack to manipulate...
I go ahead with the entwine and go down to Avenger of Zendikar + Primeval Titan. I spit out a bunch of guys and go get 2 land. Unfortunately I dont have enough mana to control my second cascade which spirals out of my control into a Destructive Force taking out my avenger and army which I facepalm myself for... To top it off The Memeoplasm happens to have a morphed creature which he now shows is a Chromeshell Crab which he thanks me for my Primeval Titan.... grrr
We are all crippled from the loosing 5 land and it rolls arround to Mimeoplasm's turn which he then uses his remaining 6 mana to Animate Dead my Avenger of Zendikar and then Clone the Primeval Titan.... omg I have bad luck.
From here we sort of fight back against him but somehow every time we clear up the mess he just drops more titans or clones titans out of the graveyard. The game ends for me from a 24 or 26 pt Exsanguinate I cant remember how much it was but it was huge and I cried...
Well I will chalk that one up to bad luck and getting killed by graveyard BS bad Cascade and allowing too much mana to amass.
GAME 2: We bump up to 5 players now.
Again I see like absolutely no ramp all game. I think I got a Cultivate at one point. I max out at 9 lands when my opponent Karidor has literally played every single one of his lands is sitting at 20+ lands after I had taken out 6 of them with Terrasadon + Kiki-Jiki...
I end up getting murdered here without being able to play crap cus I am bottlenecked on mana somehow even with manipulating my topdeck I cant find crap... I have no graveyard hate and he has too much mana so I get run over by the second G Wave that hit for like 20 ohhh and he has like his whole graveyard in his bin with maybe 20 cards left in his deck so he is just doing whatever he wants....
------------------------------------------------
So what I learned is more grave hate and more land hate going forward.
My new mockup of the list has a few more things going for it. I was having troubles with secondary plans if my Primetime / Avenger werent avalible off of a T&N which I have fixed by adding Firebombers + It that Betrays this allows for a few configurations in which could be fun such as Firebombers + Primetime or Firebombers + It that Betrays. I also moved the Wildfire and Destructive Force out to be mass LD effects. As much as I wanted to avoid it people are just abusing their land way too much so they need some balancing. I added Relic of Protenitus and another means to tutor for it with Tezzeret which will also work amazingly in land lock situations.
I also added some land rez options which should work well with the fetchlands and mass LD. Life from the Loam also works well with topdeck manipulators as I can sort of see when I need to go ahead and clear things out.
Unfortunately I had to dumb down the creature support a lot by removing things like Lurking Predators and Birthing Pod to make it work but I needed to focus more on how to win the game so locking people out.
I took some of the land ramping dorks out and added more mana stones for some of the mass LD tactics to work better with. Tezzeret the Seeker and Garruk Wildspeaker are both new adds too for ramping / interacting well under land locks.
I didnt really want to go this route in the beginning but I sort of feel like it is needed to improve the list.
As a side not I currently have Boom/Bust in my list but I was sort of considering Ritual of Subdual in its place... My meta is really bad about not running mana stones so I think both could work nicely but obviously they do different things. The Ritual would be nice as it would be harder to just drop a Plains and go bam Swords to Plowshares your big dude.
Anyways... comments are appreciated. I am hoping that the new additions help the deck out and I can get more testing in soon. Unfortunately it is sort of going to the dark side with the mass LD but I feel like the package of 4 cards isn't that mean. It is either run some mass LD or go to infinite combos... Either way my group wont like it much.
Cascading into mass LD is brutal. Impressive, as usual.
Once you put Warp World in a deck, it becomes a Warp World deck (Tooth and Nail is somewhat similar :-/). I'm not so sure that's a good idea for many reasons, so good choice.

EDIT: Sylvan Tutor might be worth consideration as well... Perhaps I should make a wishlist and dump some things there for now...

The Rack is already in the list. As for Soothsaying... I considered it but I would likely run Mirri's Guile before it just due to ease of use and not costing me mana to look. I am going to go with 3 options + trinket mage to tutor for the top for now. If I feel I need more beyond that I will look into it.

Thanks fixed. I will see if I can add a few other options for ramp to the wishlist and work out which ones I want added later.
Overall I am still strongly feeling this commander though. I will have to proxy him up and see how it runs.

Good ideas, thanks for the input.

That being said with good library manipulation I think he will turn out to be a great commander for myself. I have never been one to be squeemish of high mana commanders as I have run Karrthus and Thraximundar in the past.
I will keep raking my list over for things to add to it.

ADDS:
Magus of the Future right in line with the other topdeck manipulators I love that I can cheat free cards off my library using this guy.
POTENTIAL CUTS:
Pestermite I am not going to lie kiki + pestermite is a really lame wincon.

Wanderer Maelstrom, Lurking Predators, Gate to the Aether / Omen Machine, Timesifter, and all clash cards.
Sylvan Library / Sensei's Divining Top / Mirri's Guile + Clash effects: sets you up to win clashes
Sylvan Library + Abundance: 3 free cards every turn
Survival of the Fittest / Fauna Shaman + Scroll Rack + Top-Deck-Cheat: discard a creature to play any creature in your deck.
Survival of the Fittest + Scroll Rack + Genesis Wave: for any number of expendable creatures in your hand, you can tutor up that many creatures and cheat them all into play provided you have enough mana.
Timesifter is an especially nasty card when you have library manipulation tricks at your disposal.
