I have played M:TG for a long time, and I am slightly ashamed to say this, but other than the Ezuri Commander I made for my fiance, I have never built my own deck. That is to say, I am a netdecker. I sit down with decks already designed, and play against entirely home-brew decks from all sides. And...I lose. I realized after some time that the decks I run stagnate, while my friend's evolve and grow. So, I sat back and thought for a while, and eventually got myself motivated to actually build a deck for ME. Circu was chosen due to a couple of simple reasons: I want to play competitively, I want a Commander that does something different, I love the concept of Exile effects, and I want UB colors. After choosing him, though, I had no idea on what to do next. So I asked my friends, "How did you start building XYZ after choosing your Commander?", and they answered with "Gatherer". So I went there, and looked through every set, writing down every card that fit with the deck's theme, or was good in general, and that is the list you see above.
My goal with Circu is to say no in quite possibly the most permanent way known in the game: Exile. Counter-control exile has been done (I'm looking at you, Oona), but I didn't want to go the route of "Power Artifact + Basalt Monolith, etc.+ Oona + Tutors = Win". I felt that, while valid, it becomes boring. So, I switched to a Commander that does what I want, but in an interesting manner.
There are two playgroups where I play, and you can guess the deciding factor. I want to build a deck that can have fun with my friends, but still win competitively against harsher opponents. No small task, I know, but one I want to undertake nevertheless.
There are a few things I want to stress, though:
This is at it's core a control deck. I tutor for responses and answers, not for combo pieces. If I wanted to play combo, I'd play combo.
I want to be creative, yes, but I want to be consistent. Hard, I know, in a 99 Singleton format, but i believe a balance can be found.
Money is no issue, as long as it's justified. If I'm putting in expensive cards, I don't want them in just for show.

9-28-11: Updated description and started making adjustments.
10-16-11: Preliminary cuts made. Now thinning to 99.
10-17-11: 99 cards chosen. Now off to playtest.
