This started out as a Morph deck with Vorosh, the Hunter as the general. The sub theme was stealing stuff from my opponents graveyards. Since its initial development I have phased out most of the morph creatures, while the sub theme has become the main theme and I have added milling as a secondary theme. I also picked up the Devour for Power deck for The Mimeoplasm along with a few other cards in the deck. This is my current build:
There are a handful of cards that I plan on taking out, although I am not sure what all I am going to replace them with. Damnation is going in for sure, but I am at a loss of what to put in for the rest of the deck. More milling elements seem like a good idea and have been relatively fun, even if I am helping an opponent out by putting stuff in their graveyard for them. Here is what is going for sure:
Other possible drops:
Thada Adel, Acquisitor
Forgotten Ancient
Sphinx of Magosi
Drana, Kalastria Bloodchief
Royal Assassin
Bane of the Living
Silent Specter
Ixidron
Consuming Vapors
Whetwheel
Dissepation Field
Most of these are good cards, but I would rather have stuff that fits my theme and sub theme than just all around good cards (which is why you dont see cards like Sol Ring in my deck). Kozilek and Ulamog come to mind to protect me from milling myself. Ill probably end up keeping Ixidron, as I like being able to tutor up a quasi wrath effect with Worldly Tutor, Survival of the Fittest or Fauna Shaman. That is about where I am at, and any input to help me improve it would be appreciated.
Since the way the The Mimeoplasm plays is using graveyard as a resource, then any cards in your graveyard are not gone. Think of it as your second hand. Any creatures with Fact or Fiction or Intuition are availible to you whether they are in your primary hand or your graveyard hand. That's pretty powerful. Buried Alive is a great spell to drop to set up a ton of recursion as well. What happens when you put Genesis, Mulldrifter, and maybe something else like Krosan Tusker in your graveyard. Well, you've just set yourself up to have plenty of cards to draw, plenty of lands in play, and anything else is just gravy. And that's probably not the most powerful stuff you could do with Buried Alive either. Also, Life's Finale fits both of your themes.
Nemesis of Reason can be a really good creature for milling. Induce Paranoia counter spell is good for answering a big spell and you mill the opponent at the same time.
How do you feel about hand disruption? Monomania might work here.

Attunement is a star in any deck that wants to discard its goods. Its almost guaranteed to survive everything but a counterspell.
Putrefax has been a star in my Mimeo deck, finishing 75% of the games I have won. Sure he kills himself, but he also will almost always remove a player when used by Mimeo. The haste + Trample is just too much of a missile to stop.

Recurring Insight is regarded as one of the best draw spells in Commander. A Sensei's Divining Top or Crystal Ball may help you filter to cards you need.
