Its a little mad to play Mishra as your commander, or even as a part of your deck in EDH, but I think I've made a very fun deck to exploit his unique talents in Commander. I have a few different ways to interact with the commander.
Stealing Artifacts - Essentially I play artifacts from my opponents decks to tutor my own. Staples like Sol Ring and Mind's Eye in this deck are necessary for this reason.
Countering My Own Spells - Mishra essentially makes my artifacts uncounterable. Cards that counter my own spells but give me a benefit are also included in this deck. This includes Blood Funnel and Ice Cave.
Shuffling My Library - Being able to look at the top card of my library and shuffling with Mishra's ability is actually very useful.
