Because I'm not sure if all cards from the Masques block were actually printed on MTGO as they printed the block mashed up into one, like they did with Tempest block.
As for why exactly this card... well, it's a pretty good finisher for black go-wide strats and can be tutored up with Rathi Intimidator (and two other guys) so you can get him into play pretty reliably. I remember him being the key piece for very fast kills in Masques Block limited, so I'm playing around with a black aggro decklist with him in it. It might be strictly worse than just running Gary at the top end, but the agent gets on board faster, dodges counters if you tutor him up and he increases the power of other weenies in a deck as he lets them trade.
He's also likely not bad with infect guys. Some synergy with Delve, too. If you run Rathi Intimidator, you can slap in three Agents and a Spineless Thug and use them to dodge edicts, too, which can come in handy. The thug attacks, trades up with Bonesplitter and Agent, crews Renegade Freighters and doesn't die to Electrickey. And you can always tap the Agent for Springleaf Drum. It's a nice package I'm kinda working on, Night Market Lookout, Dhund Operative, there's likely a nice little deck in it.
He might also have a home in Mono-Black or RB Affinity lists, as being able to sacrifice artifact lands gives you more fog-proofing with Disciple of the Vault, and he obviously pumps Vault Skirge for evasive swings. Even regular Affinity might have a place for him as a mana sink that helps with flings, and helps Enforcers or whathave you trade with Anglers, or even just pile into them if you have Welding Jar (which is good to have vs. LD anyway).
Anyhow, the Agent's one of the lesser known strong black cards out there. If he's not legal on MTGO it kinda falls apart so I'd be sad if that's the case.

I'm a bit late to the party, but it looks legal. Scryfall has it listed as legal, and you can buy the card for .04 tix on Cardhoarder (and the MTGO image on Cardhoarder has a common symbol), so it looks legal.

Both Masques and Tempest blocks were printed on MTGO in full. They just did the "Remastered" sets later as well.
