I want to build a deck , preferably a UW control one. Can someone suggest a deck list ? I only have around 100 - 150 usd to spare and I want to play with friends competitively.
Or what deck should I get for that kind of budget to be maximized?
These are the foundation of your interaction in modern. You'll want to fiddle around on mtggoldfish to find jeskai and UW lists to discover precise numbers. Thankfully this stuff is all cheap.
Where you'll struggle is the payoff and particularly the manabase (different brackets denote different builds)

You're likely to need access to Fetchlands and shocklands in your colours. although some modern players will agree it's *possible* to play without, you'll be hurting your chances. Currently Flooded Strand is UW and fairly cheap relatively speaking.
Also consider that modern is a format where the metagame rolls and shifts all the time. Just a quick glance back through the scg and GP circuit top 16 records and you can see clear metagames defined by certain decks and it's a constant conveyor belt of new stuff, almost weekly. Some decks are 'evergreen' in modern but card choices change and new threats are constantly redefining the parameters of old decks.
This takes us back to control. Control decks are ones where you have to judge the current metagame and pack the right answers. There is no evergreen control deck you can leave in a deckbox and pull out 6 months later without making some significant tweaks. What will change the most is your win condition. At the moment, geist of Saint traft is fairly big on the radar, although even now it may be losing share and being replaced by something else. If you'd only just invested in your 3x geist last week at significant cost and are already seeing it fall out of favour, it's easy to see how controls decks in modern can be some of the more expensive ways to approach the format.
I don't think there's a right answer here but I'd say quite clearly to manage your expectations that most hard-control variants in modern are 1) expensive, outside of your budget and 2) at the mercy of the metagame and can sometimes be unplayable.
On the flipside, I have a suggestion!
Have you considered Delver of Secrets?
Delver decks are always 'baseline playable' at the very least, and tend to be cheaper, being mainly a bunch of burn spells, counterspells and some cheap threats. I could quite easily see you cobbling together a solid UWR delver list with some spell quellers, maybe a snapcaster if you can manage it, and doing quite well.

Firstly, there's a pinned thread on this subforum specifically for help determining what deck to play.
Secondly, playing competitively in that budget is extremely difficult. Anything competitive requires a larger budget. You're looking at probably double that plus taxes to play competitive, and with that budget, you're building whatever that deck is. Storm and Skred are both on the cheap side, and Storm can budget out lands at the cost of consistency. But you're still going to end up paying double. Spending what you want, you're simply not going to find something adequate.
For what it's worth, the Celestial Colonnades in UW Control will run you over budget, as would the Snapcasters or fetch lands.
I EXTREMELY recommend you to proxy your deck first to play with friends before spend any money. If you jump into buying stuff right away you'll end with no cash and a buch of cards that are just 1/8 of a deck, trust me.
There are many decks to choose, be sure to test the ones that may fit your playstyle and then start buyinng. Good luck!
