Why people are not runinng Dragonstorm version of this deck w/o Past in flames?
Is it to slow? Is it not realy consistent?

This is not how bans/unbans work. Its always the enabler that gets the ban, not the card that is being abused. If you would have Yawgmoths will + whatever cards - it would be Yawgs that would be banned. If you would have Stoneforge and batterskull - it would be stone who would be banned and that is exactly how it works. Furthermore, banning a card in order to unban a different card is a thought process that was and wont be never applied in practical means.
You have to put in 5 cards that you need to win, but are useless if drawn (4 Hellkite, 1 Karrthus).
Most decks don't play any grave hate G1, and Storm has ways of beating grave hate in SBed games.
Deathrite Shaman is everywhere.

Epic Experiment does a good imitation of Dragonstorm - your goal is to cast a 7+ mana spell. Unlike Dragonstorm, where the Dragons are dead draws, Grapeshot in Epic Experiment Storm is never dead - if you draw it, you simply keep it in hand until you've accumulated enough Storm, then you cast it and win.

I've been playing around with epic experiment storm without past in flames (as I don't own any online) and I still get fairly consistent turn 3 kills, especially if I can drop a electromancer turn 2.
Its lots of fun but gimicky. ITs just not as consistant as our other storm options. Grapeshot instantly wins. Goblin swarm is viable but usually just to save time and often isn't the main win condition. Dragonstom itself is gimmicky. You need 5 dragons in your deck. If they get in your hand then you are screwed. So in order to make sure that you don't ever loose you need to play a minimal of 5 cards that are often dead cards in hand. It takes space away from Cantrips, rituals or soemthing else.
Also dragonstorm itself is kinda clunky in that you need to run 4 but can only cast 1. Empty the warrens and grapeshot both can be cast early and in multiples if needed. You never wanna see more than one. So what happens if you have an opening hand of Karthus 2 dragon storms? It will happen a lot more often than bad draws in Grapeshot decks. I have nothing in my deck I don't want in my opening hand. Its just a choice between good and great. There is nothing beyond a triple past in flames or no land hand that will make me mulligan instantly.
Most decks only play 3. And the problem is if you just draw 1-2 of your dragons you get screwed out of your "instant win". Past in flames allows for a much better engine for instant wins. And I've never drawn more than 2 in a game.
I played Dragonstorm in Modern for a while. I discovered the solution to be Pyromancer Ascension. This will allow you to ramp into enough mana to hard-cast a Hellkite if you need to while at the same time getting Dragonstorm off.
With Return to Ravnica, I am not sure Goblin Electromancer is a better choice here or not. Either way, it's not all that gimmicky. It can win turn 4-5 and if you're having problems with Mindbreak Trap, you can board in Pact of Negation.
Alternatively, if Karrthus proves difficult to cast from your hand, you can play Fervor instead.
Actually Dragonstorm in some metas in more favored than regular storm. But the two decks are waaaay different animals. I'd like to say the "drawing a bogardan hellkite is equal to drawing a dead card" is a myth. Post board when your opponent sides out his bug removal, hardcasting a Bogardan (remember, they have flash) can sneak you games pretty easily.
Because Dragonstorm uses Lotus Blooms as mana fuel, you can wear off some of the little rituals in favor of more permission, such as remand, mana leak, spell snare, spell pierce...
Post board I've found that going for a grind plan with Boseiju + Pacts + Teferi gives us more consistency than just going for splinter twin. This might be because once you deploy your bloom, you have a constant threat of accelerate your mana ata any time.
I've played both U/R Storm and Dragonstorm and the second one fits better in my meta, gave me more prizes and good placings than the regular storm.
I might also say that its possible to forego permission in Dragonstorm run the 4 pyretic, 4desperate, 4 songs, and 4 blooms and have consistent t4 kills.
